The Deputy Chief Actuary for Short-Range Actuarial Estimates in the Office of the Chief Actuary is responsible for planning, directing, and coordinating the development of the short-range cost estimates for all Social Security programs both under current provisions and proposed changes in law or regulations. As Deputy Chief Actuary, the incumbent develops special cost analyses involving technical actuarial issues; projects short-range operations of the Trust Funds; projects expenditures under the Supplemental Security Income program; provides a variety of data services including data collection, statistical support; and prepares estimates for general fund and interprogram reimbursements.
S/he advises the Chief Actuary on all matters of concern and serves as an actuarial consultant to the Commissioner of Social Security, and as requested provides actuarial services and advice to SSA components and to Congressional committees. The incumbent provides executive direction to the Office of Actuary, one of the largest and most versatile staffs of professionally trained and experienced actuaries in the Federal government.
In order to be considered minimally qualified for this position, candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan).

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES). Includes demonstrated ability in recruiting and selecting staff, allocating resources, and/or managing budgetary processes.

MANDATORY PROFESSIONAL/TECHNICAL QUALIFICATIONS (MTQs): A supplemental narrative must be submitted separately addressing each Mandatory Professional/Technical Qualification (MTQ) below. No more than one (1) page per MTQ is allowed; additional information will not be considered.
1. Senior-level experience that has provided a broad working knowledge of mathematics and actuarial science.
2. Extensive knowledge of social insurance and income maintenance programs, as related to available data, projections, and program financing.
DESIRABLE QUALIFICATIONS (DQs):
1. Membership in the Society of Actuaries, either at the Associate or Fellow level. Proof of membership must be provided at time of application, and uploaded using the "Desirable Qualifications" document type.
One (1) year of actuarial experience equivalent to the GS-15 grade level; AND
A. A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.
OR
B. Completion of a minimum of 24 semester hours of courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science at a four year college or university. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which these calculus courses were prerequisites.
Transcripts and/or certifications are required to substantiate possession of the claimed education.
Additional information
(1) The selectee for this position will be subject to an appropriate security investigation, including fingerprinting and periodic future reinvestigation(s).
(2) Veteran's preference is not applicable to the SES.
(3) This position is covered under the post-employment restrictions of the Ethics in Government Act of 1978 (PL 95-521). This law also requires the selectee to file an Executive Personnel Financial Disclosure Report (Standard Form 278) within 30 days of appointment.
(4) Selectee must serve a one-year probationary period unless s/he previously completed one in the Senior Executive Service.
