Duties

Help

Communicating program policy and providing technical assistance through drafting of regulations, handbooks, toolkits, implementation plans, and guidance material for use by State and local program administrators.

Researching, analyzing and interpreting policy to ensure consistent understanding and application of program rules regarding client access and State agency administration.

Providing recommendations on how apply statutory and regulatory language to specific situations based on a thorough understanding of program objectives, management philosophy and perspective, legislative and regulatory history, and program administration constraints.

Composing well-written, concise briefing materials, talking points, and memoranda to inform senior leadership and decision makers, including Branch Chief, Division Director, Associate Administrator and Under Secretary.

Researching and responding to sensitive or unusually complex inquiries from Congress, States or local offices, Office of General Counsel, other Federal agencies, program participants and the general public relative to assigned program policy.

Qualifications

All documents must be received, and eligibility requirements must be met by the closing date of the announcement.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

SPECIALIZED EXPERIENCE:

For the GS-09 level:  Your resume must demonstrate at least fifty-two (52) weeks of experience at the GS-07 level, or equivalent, which includes participating in the analysis of policies, procedures, regulations and statutes of a nutrition assistance or social services program.

OR  

EDUCATION: A related master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D.

 For the GS-11 level:  Your resume must demonstrate at least fifty-two (52) weeks of experience at the GS-09 level, or equivalent, which includes participating in the analysis of policies, procedures, regulations and statutes of a nutrition assistance or social services program AND using analytical techniques to assess information, identify issues, and answer public policy questions.

OR

EDUCATION: Three (3) years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, or LL.M. in a related field.

For the GS-12 level:  Your resume must demonstrate at least fifty-two (52) weeks of experience at the GS-11 level, or equivalent, which includes using analytical techniques to evaluate and interpret policies, procedures, regulations and statutes of a nutrition assistance or social services program to identify issues, answer public policy questions.

For the GS-13 level:  Your resume must demonstrate at least fifty-two (52) weeks of experience at the GS-12 level, or equivalent, which includes using analytical techniques to evaluate and interpret policies, procedures, regulations and statutes of a nutrition assistance or social services program to identify issues, answer public policy questions AND experience with the policy development processes regarding that program AND communicating program information to management through oral presentations and written reports

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
