Physical Requirements: Work is primarily sedentary but may require standing for up to an hour while making various types of presentation. Ability to speak with or before diverse groups of individuals if necessary.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.

Major Duties:

  • Serves as a planner identifying agency issues of particular interest to the public and employees on which articles are to be based.
  • Writes, develops materials for employee and public communications, researches historical, factual, and/or policy information, and writes news and features releases on a variety of subjects pertaining to VA and to Veteran's Affairs.
  • Establishes and maintains effective working relationships with local and regional public affairs representatives, and other people concerned with Veteran's Affairs in the area.
  • Composes and prepares correspondence, reviews and clips/transcripts of print and electronic media, uses and maintains reference files and materials, and provides a variety of technical and support tasks for the operations of the office.
  • Arranges and coordinates interviews with local, regional and national VA officials with representatives of the news media.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. (If you have not held a GS grade at any time in the past 52 weeks, this question does not apply to you.) For this vacancy, applicants must have held grade GS-09 or higher for at least one year to be eligible for the GS-11 grade level of this position. Applicants must have held grade GS-07 or higher for at least one year to be eligible for the GS-09 grade level of this position. The grade must have been held in the Federal service but may have been in any occupation. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The Selective Placement Factor for this position is: Experience in public affairs to assist in a large regional program responsible for planning, designing, executing, and evaluating a public affairs program.

You may qualify based on your education/experience, as described below:

For the GS-09 level:
Education:
A master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. This education must have been obtained in a college or university for which a bachelor's degree or higher is a prerequisite. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
OR
Specialized Experience
: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience include shares the responsibility for all administrative processes to include assists in arranging and coordinating media interviews with regional and national research officials. Helps keep employees informed of issues by responding to employee requests and obtaining information on a variety of topics. Responds directly and often immediately to research new media queries on matters of local, regional and national importance. Handles content and contact management and operation of social media for office and develops media vehicles such as Facebook, twitter, and other social media platforms. Effectively communicates, via electronic and social media, written information materials at the professional level and on proper format to effectively market the material to news media and the general public.

Combination of Education and Specialized Experience:
A transcript must be submitted with your application if you are basing all or part of your qualifications on education. (TRANSCRIPTS REQUIRED).

For the GS-11 level:
Education:
A Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree or LL.M, if related. This education must have been obtained in a college or university for which a bachelor's degree or higher is a prerequisite. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience include shares the responsibility for all administrative processes to include helps keep employees informed on agency issues by responding to employees requests, obtaining information on a variety of topics. Utilizes computer desktop publishing applications to produce print-ready layouts. Establishes and maintains effective working contacts with new media, veteran service organizations, and of other allied agencies within region. Initiates and maintains liaison with regional network television and radio broadcasters, publishers and internet-based media, in addition to routinely updating regional media database with the latest accurate contact information. Handles content and contact management and operation of social media for office and develops media vehicles such as Facebook, twitter, and other social media platforms. Effectively communicates, via electronic and social media, written information materials at the professional level and on proper format to effectively market the material to news media and the general public.

Combination of Education and Specialized Experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
