Help

If selected for this Forensic Auditor position, you will join a well-respected team that is responsible for the forensic auditing process within the Investigations Division. Your responsibilities would include, but would not be limited to:

  • Performs, or assists in performing, systematic examinations and appraisals of financial records, financial and management reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of an activity, program, or organization inside or outside the department or agency. Conducts or assists in coordinating activities related to the detection of fraud, waste and abuse.
  • Provides advice and guidance when technical interpretation, opinion, or decisions are solicited. Consultations involve legislative, regulatory and procedural interpretation and guidance; assessment of audit plans, findings, and recommendations; audit improvements; problem or issue resolution; follow-up on corrective actions; logistics and resource support; operational capabilities and limitations; or personal training.
  • Interprets reports and other financial data for program review and analysis.
  • Performs or assists in the systematic examination and appraisal of the economy, efficiency, and security of information technology operations, and the level of effectiveness, legal and regulatory compliance, and adequacy of operational reporting, for a department or agency. Examines matters such as information technology procurement practices, systems development, and risk controls.
  • Develops long-range and short-term audit objectives, plans, and organizational profiles for a department, division, or agency. Works closely with department or agency management to identify common issues and developing trends. Reviews and advises on legal, legislative, and procedural requirements, and on emerging areas of sensitivity or heightened interest. Proposes policy, programs, and strategic initiatives. Incorporates existing goals and objectives into strategic planning efforts, such as those of the President's Management Agenda and the organization's annual strategic plan.
  • Performs statistical data collection requirements activities, such as preparing, processing, and coordinating ad hoc and standing collection requirements. ensures the collection of statistical data and use of collection systems to satisfy immediate, mid-range, and long-term statistical data collection requirements.

Qualifications


In order to qualify for the Auditor series, applicants must possess:

A. Degree: accounting, or a degree in a related field, such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credits in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR

B. Combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
  3. Completion of the requirements for a degree that included substantial coursework in accounting or auditing, e.g., 15 semester hours, but that does not satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
IN ADDITION TO THE ABOVE EDUCATIONAL REQUIREMENTS, YOU MUST ALSO QUALIFY AT THE BELOW GRADE SPECIFIC SPECIALIZED EXPERIENCE REQUIREMENTS:

FOR THE GS-12 GRADE LEVEL:

You must have at least one year of specialized experience at the GS-11 grade level obtained in the public or private sector, or Federal service. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience is experience with assisting in the development and revision of audit standards for an audit area; serving as an auditor on project assignment; assisting in preparation and review of work papers; reviewing, analyzing, and extracting pertinent data from files, records and reports for the purpose of developing findings, conclusions, and recommendations.

FOR THE GS-13 GRADE LEVEL:
You must have at least one year of specialized experience at the GS-12 grade level obtained in the public or private sector, or Federal service. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience is experience with developing and revising audit standards and instructions covering a broad audit area such as ADP, procurement, supply, etc., serving as lead auditor on project assignments; preparing and reviewing work papers that document investigations; conducting and ensuring that work is performed in compliance with professional audit standards and Inspector General audit policies and procedures; reviewing, analyzing, and extracting pertinent data from files, records and reports for the purpose of developing findings, conclusions, and recommendations.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
