Summary

This position is located in the Construction Security Section (CSS), Physical Security Division (PSD), Security Services Bureau (SSB). PSD is responsible for planning, coordinating, and providing oversight of physical security systems for construction projects throughout the Capitol complex. PSD personnel are experts in developing plans and implementing measures to maintain security of the Capitol complex during all construction activities. PSD is the single point of contact to coordinate all aspects of construction security with the Architect of the Capitol (AOC), construction contractors, and various USCP elements throughout the Capitol complex. PSD formulates plans to facilitate construction site logistics, emergency access, and security of occupied buildings under construction. These measures ensure the public's access to the Legislative branch of government, while ensuring the safety of Congress and staff.
Duties:
Performs physical security inspections of construction sites. Conducts site surveys and analysis to identify critical and vulnerable sites on the Capitol complex and identifies the nature of their threats. Investigates and assesses a variety of unusual construction security problems, questions, and/or conditions. Interprets risk assessments and positive detection responses and notifies the appropriate authorities of a possible threat. Utilizes such information to determine enforcement and the need for additional law enforcement support.
Initiates corrective action appropriate to the security violation(s) involved. Instructs the AOC contractors, and USCP personnel on proper security procedures as it relates to security compounds and projects.
Analyzes construction security complex problems or interrelated issues in developing and maintaining relationships with various stakeholders in the government, and private industry.
Performs other official duties as assigned which may vary significantly from the primary duties of the position.
Must be able to climb scaffolding - 20 feet and higher.
Must be able to wear personal protective equipment.
Note: More than one selection may be made from this vacancy announcement. This position is designated as a two-year detail. However, an extension of the initial period will be determined by the needs of the Department. The selection list will be active for a period of one (1) year from the date of approval of the selection memorandum unless an applicant withdraws in writing his/her application.
Must be a current USCP officer below the rank of Sergeant.
Must have attained the rank of Private First Class.
Must possess and maintain a valid driver?s license.

How you will be evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
The following selection process will be used to further assess candidates who have met the initial eligibility factors. Candidates must qualify under each phase to be considered in subsequent phases.
Phase I: Initial Qualification - The Office of Human Resources (OHR) will conduct an eligibility factor review as outlined in this vacancy. In consultation with OHR, a review of all candidates' personnel jackets, resumes and unscheduled leave will be conducted by an appointed assessment panel.
Phase II: KSA Assessment - Knowledge, Skills and Abilities will be evaluated by an appointed assessment panel.
Knowledge of the laws, regulations, practices, and procedures of law enforcement and police work.
Ability to complete reports concisely, cogently, and compose effective narratives.
Ability to communicate with higher level staff and the Executive Management Team, and possess outstanding interpersonal skills.
Ability to analyze urgent situations quickly and objectively, and determine the proper course of action to take.
Ability to work independently with limited supervision.
Phase III: Structured Interview - Candidates eligible for Phase III will be scheduled for an oral interview. Candidates will complete a written exercise at the completion of the oral interview.
Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending disciplinary matters, which will be made known to the selecting official.
Prior to making his/her selection, the selecting official shall review any available Department documents, to include application documents and each candidates' complete career disciplinary record, results of selection process phases, and may, at their discretion, conduct interviews if necessary, with all recommended candidates.
The selecting official may, at his/her discretion, not select a recommended candidate for reasons such as:
1. Substandard performance;
2. Serious sustained misconduct; and/or
3. Pending investigations internally or externally.
All aspects of the process are subject to the Department's legal review.
All final recommendations are subject to final approval of the Chief of Police.
