This position is located in the General Services Administration, Federal Acquisition Service, Information Technology Category, Office of Telecommunications Services.
GSA’s Office of Information Technology Category (ITC) provides access to private sector IT & telecommunications solutions for federal, state & local government agencies. ITC works with federal agencies, OMB & industry to create common solutions for IT services, hardware, software, telecommunications, cyber security, & identity management. 98% of federal agencies use ITC solutions. ITC works with the Office of Federal Procurement Policy & the Office of the Federal Chief Information Office to develop & implement acquisition and technology initiatives such as strategic sourcing, category management, cloud, cyber, enterprise licensing agreements for software, desktop configurations, & data center optimization.
We are currently filling one vacancy, but additional vacancies may be filled from this announcement as needed. Additional vacancies may be filled through this announcement for other GSA organizations within the same commuting area.
Duties:
Conducts market research and analysis through field survey visits,telephone contacts, mail surveys, attendance at government/industry sponsored trade shows, reviews of agency telecommunications plans, and review of statistical reports and/or data in order to development telecommunications services, facilities, equipment and services plans.
Manages telecommunications technical training programs for GSA and other agency personnel covering new and/or existing telecommunication facilities, systems, equipment and services.
Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.
Reviews and monitors on a random basis GSA and Customer orders for telecommunications services and/or equipment and the contractor/vendor responsiveness to the orders for quality,timeliness, accuracy and suitability of such response.
Report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs.

SPECIALIZED EXPERIENCE:
In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service.
Specialized experience is experience within an IT, telecommunications or network services organization providing services to internal and external customers including: analyzing complex voice and data network systems within an IT, telecommunications, or network services organization, developing and executing business requirements and marketing approaches, strategic planning and policy analysis, analyzing technical information and data, analyzing customers’ needs and resolving technical issues.

Knowledge of a wide range of telecommunications concepts, principles and program activities, e.g., e.g., technical system functions and features, performance characteristics, equipment types and attributes, facility types and attributes, personnel requirements associated with technical solutions, in order to effectively plan, implement and control the delivery of good and services to meet the needs of clients.
Knowledge of current developments and trends in the telecommunications industry including but not limited to digital and optic switching systems, Local Area Networks, Wide Area Networks, wire line and wireless transport technologies as well as telecommunications security applications and solutions in order to plan and delivery best-value and optimal solutions to meet the needs of clients.
Knowledge is used to review, analyze and resolve difficult and complex telecommunications problems and to provide new solutions. Then interpret these requirements into item-interrelationship tables in the TOPS system for accurate billing and inventory purposes.
Knowledge of performance characteristics, interface requirements and limitations of the latest state-of -the-art computerized/electronic telecommunications switching systems and network transmission facilities and techniques(SONET, ATM, Frame Relay, etc.).
Skill in composing written documents, policies and administrative materials which have a very high degree of technical, managerial, contractual and legal impact in order to accurately document and communicate the needs of clients.
