Collaborates and build relationships with internal and external partners including, State Forestry agencies, Forest Supervisors and staffs, Regional Office staff, Tribes and other partners to achieve State and Private Forestry program goals and to plan, deliver and monitor programs that restore, sustain and improve forest resources.

Coordinates across State and Private Forestry programs to support the integrated delivery of projects and programs that achieve multiple natural resource goals including those of State Forest Action Plans, National Forest & Grassland Land and Resource Management Plans and other federal, state and local strategic plans. In coordinating across programs, looks for opportunities to address complex natural resource issues across the landscape, involve multiple jurisdictions, and build strategic relationships to advance program goals and objectives.

Serves as a Regional program specialist with program responsibility in one or more of the following areas: cooperative forestry programs, private forest landowner assistance, biomass utilization and ecosystem services. As a program specialist, is responsible for providing technical guidance and leadership and assisting with the planning, implementation, and coordination of Regional forestry assistance programs with state forestry agencies and other partners.

Develops and administers multiple program grants and cooperative agreements with state and private entities consistent with OMB and agency regulations and policies. Develops program and funding advice and direction. Oversees/administers all stages of the award process from pre-award terms and negotiation, to post award administration and close out. Conducts periodic compliance monitoring which may include technical on-site monitoring of grantee performance to assess progress towards award objectives including technical and financial obligations. Reviews and approves payment requests.

Qualifications

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.

In addition to the requirements described above, the following additional education and/or experience are required for the grade(s) specified.

For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level; OR a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

GS 09:  (GS-7) Examples of specialized experience are defined as one or more of the following:  Assisting with project design and management with landowner assistance programs; experience with grants and cooperative agreements for partner agencies or groups.

For the GS-11 level: Applicants must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); OR one year of specialized experience equivalent to at least the GS-9 level; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

GS 11:  (GS-9) Examples of specialized experience are defined as one or more of the following: Experience in project management providing State, municipal, and/or non-profit entities with expert assistance in private forest landowner assistance, forest management (silviculture), forest products markets, wood utilization requirements, and ecosystem services; experience in developing and administering multiple program grants and cooperative agreements with state and private entities.

GS 12:  (GS-11) Examples of specialized experience are defined as one or more of the following: Project management experience providing State, municipal, and/or non-profit entities with expert assistance in private forest landowner assistance, forest management (silviculture), forest products markets, wood utilization requirements, and ecosystem services; experience in developing and administering multiple program grants and cooperative agreements with state and private entities consistent with OMB and agency regulations and policies; participation in all stages of the grant award process from pre-award terms and negotiation, to post award administration and close out; and determining actions to take based upon periodic compliance monitoring, to assess grantee performance towards award objectives.
 
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

SELECTIVE PLACEMENT FACTOR:  Must be able to read, write and speak fluent Spanish.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

BACKGROUND INVESTIGATION AND FINGERPRINT CHECK: Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.

4. KSAC: Ability to develop natural resource management analysis reports and documents.
5. KSAC:  Ability to work with key cooperators from other agencies, institutions and groups regarding the proper grand and agreement instructions to use for various cooperative financial assistance programs.
