Duties

Help

The incumbent of this position serves as a senior program analyst, multi-functional subject matter expert and leader of teams or projects conducted in joint, interagency and multinational force environments. Typical duties include:

  • Leads teams or projects using a matrix approach; provides instruction to the team, assigns and reviews work; monitors progress of projects and ensures accomplishment of established objectives; reports to higher management on project status.
  • Oversees or develops plans, methodologies and approaches to projects. Defines scope, objectives and resources required for projects.
  • Identifies cognizant staff for interview, records and information to be reviewed and prepares or ensures the preparation of project documents such as Project Charter, announcement letter, or data calls.
  • Manages projects or conducts significant portions of them, adapting plans and procedures as necessary to meet established goals and objectives.
  • Leads or participates in in-briefings to management of activity being reviewed.
  • Gathers data, conducts interviews, analyzes data and information, prepares and documents findings.
  • Leads or participates in out-briefings of activity assessed, providing and defending findings as appropriate, gaining client support for and understanding of findings and required corrective action.
  • Uses TeamMate or other relevant system as required for report preparation, providing references and all supporting documentation.
  • Coordinates or ensures coordination with client activity and addresses comments. Develops plans for monitoring corrective action.
  • Regularly applies the Quality Standards of the Council of Inspectors General on Integrity and Efficiency (CIGIE) and other evaluation standards to conduct or participate in evaluations or assessments.

  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to conduct drug testing if moving from one Testing Designated Position (TDP) to another TDP with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period.

Qualifications


Applicants must demonstrate that they meet Minimum Qualification requirements as noted below.

You may qualify at the GS-14 level, if you fulfill the following qualification requirements:

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 level in the federal service or at an equivalent level. Specialized experience defined as: leading projects or performing as a senior analyst in assessment and evaluation of management and operating programs, including conducting assessments and evaluations, gathering and analyzing data, preparing reports and tracking corrective action.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualifications and time-in-grade (if applicable) requirements must be met by the closing date of this announcement.

Only experience obtained by the closing date of this announcement will be considered.

Education cannot be substituted for experience at this grade level.
