Duties

Help

The incumbent serves as the principal Information Technology (IT) Analyst responsible for planning, performing, and managing all aspects of the OIG information technology and systems security audit program; and serving as advisor to the Inspector General (IG) on complex information technology, systems security, and forensic analysis issues and related activities.

  • Planning and executing all aspects of the OIG information systems audit program, which includes audits and evaluations of general and application controls, data integrity, system development lifecycle, acquisitions, information resources management and information security (i.e. Federal Information Security Modernization Act (FISMA)) and privacy controls.
  • Leading, executing, and managing the performance of audits, including developing information systems audit and evaluation plans, identifying data sources, coordinating access to data from client(s), performing highly complex analysis of audit documents/data, identifying audit issues and assessing the risk and significance to GAO systems and operations. Ensures appropriate identification and utilization of audit tools; and application of information systems security policies, principles, and practices in the delivery of services.
  • Conducting systems security reviews and evaluations, and advises OIG and/or GAO senior management of complex technical issues and findings. Included in these reviews are assessments of GAO risk mitigation action plans, and strategies for improving programs and operations through advanced use of technology and process improvements.
  • Overseeing and producing work products to include audit and evaluation work papers, briefings, testimonies, reports, and OIG administrative documents.
  • Fostering collaboration to promote knowledge and awareness of security issues, meet requirements, and ensure effective accomplishment of agency goals and objectives.
  • Undertaking special projects as directed to accomplish OIG goals and objectives. Supports the OIG audit and investigative staff on information technology system and forensic analysis issues and efforts to monitor the implementation OIG recommendations.
  • Overseeing contractors as a technical point of contact on related activities and performs other duties as assigned.

Qualifications

Applicants must have 1 year (52 weeks) of specialized experience at the next lower band level in the federal service. Specialized experience is defined as experience planning, performing, and managing audits, evaluations, reviews and inspections of information technology and information systems security programs, including technology planning and operations; and experience applying generally accepted government auditing standards and standards for internal control in the federal government (i.e. National Institute of Standards and Technology (NIST) standards, Government Auditing Standards, Council of the Inspectors General on Integrity and Efficiency (CIGIE) standard); and developling clear and concise written reports, summaries, recommendations, and other products regarding complex information technology and security related topics and matters, consistent with professional standards.

In addition to the above Specialized experience, applicants must also meet the following competencies.  The experience must be IT related:

3.  Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4.  Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


Experience conducting audits in an OIG office is highly desired.

  • Mastery of advanced IT concepts, principles, methods, and practices including systems security principles, protocols, and methods, and new and emerging information technologies and industry trends.

  • Ability to analyze, information security controls and business processes, and identify and recommend improvements during the course of an information technology audit or evaluation.

  • Comprehensive knowledge of applicable federal laws and regulations relating to IT resource management as well as a comprehensive knowledge of Generally Accepted Government Auditing Standards (GAGAS), National Institute of Science and Technology guidance and 0MB A-130, Management of Federal Information Resources, to independently lead audits, evaluations and reviews and to develop findings and make recommendations about government programs and functions.

  • Knowledge of information technology/security program evaluation principles, techniques, standards and practices for analyzing the effectiveness and efficiency of agency administrative operations and programs, and ability to manage complex or sensitive information technology related audits and evaluations, or projects.

  • Strong oral and written communication skills to develop and deliver clear and highly effective communications on complex, sensitive, or controversial topics through a variety of methods, including providing oral briefings to staff and managers at all levels within GAO and/or OIG. By way of definition, oral communication may include methods used by employees with disabilities such as sign language interpretation, text-to- speech or TTY technology, and amplification devices.
  • Ability to conduct research and develop reliable evidence to support  report  findings and recommendations. 
  • Ability to collaborate and work effectively in a team-based setting.
  • Skill in project management to ensure timely completion of audits and evaluations with available resources.
  • Comprehensive knowledge of GAO, its mission and operations sufficient to design, conduct, report on, or support reviews of, GAO's programs and operations. Ability to identify issues that have the potential to provide dollar savings or non-financial benefits to GAO. Make recommendations to promote the agency's economy, efficiency, and effectiveness.
  • Demonstrated ability to effectively represent OIG and skillfully leverage relationships with staff and managers at all levels and in all units, including working with GAO offices and teams to ensure that findings and recommendations are understood and implemented.
