This position is located in the General Services Administration, Federal Acquisition Service, Information Technology Category, Office of Telecommunications Services.
GSA’s Office of Information Technology Category (ITC) provides access to private sector IT & telecommunications solutions for federal, state & local government agencies. ITC works with federal agencies, OMB & industry to create common solutions for IT services, hardware, software, telecommunications, cyber security, & identity management. 98% of federal agencies use ITC solutions. ITC works with the Office of Federal Procurement Policy & the Office of the Federal Chief Information Office to develop & implement acquisition and technology initiatives such as strategic sourcing, category management, cloud, cyber, enterprise licensing agreements for software, desktop configurations, & data center optimization.
We are currently filling one vacancy, but additional vacancies may be filled from this announcement as needed. Additional vacancies may be filled through this announcement for other GSA organizations within the same commuting area.
Duties:
Monitors technological changes and developments associated with these technologies in order to lead the development of innovative strategic business development and customer engagement activities for one or many broad vertical IT categories including: transport (telecommunications/network services, satellite, wireless); storage, capacity, processing (hosting/data center); applications/software; end user/enterprise consumer services (management consulting and integration services); and IT security and to initiate actions to support the development of new programs and contracts and updates existing programs and contracts to ensure the most current technologies and services are being made available to customers.
Assigns project responsibilities to team members and determines the approach to be taken and the extent of review and analysis required.
Analyzes existing technology and performs product and services research to ascertain what near-future technology can be developed to address customers' projected service requirements.
Advises top level management and contracting officials regarding the quality of said products and services and whether the technical terms and conditions of the contract have been met.

The GS-14 salary range starts at $114,590.00 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
Specialized experience is defined as experience overseeing the design and implementation of organizational change management initiatives. Experience must include leading usability reviews with customer feedback groups on new IT solution prior to implementation; communicating enterprise-wide messages through email delivery automation tools; experience with Google Analytics and Salesforce; and implementing an IT training program using multiple channels, including in-person, online, video, web, and social media.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:
