Summary

This position is located in the Office of Safety and Security, reporting to the Chief, Overseas Operations for Office of Safety and Security. The incumbent will be placed overseas in one of the three Regions (Africa, EMA, IAP). The overall role of the Peace Corps Safety and Security Officer (PCSSO) is to serve as technical expert in all matters related to safety and security, providing direction and guidance to posts on policies, procedures, and the implementation Peace Corps safety support.

Duties

Help

The Security Specialist (Overseas) performs the following major duties:

  • Security Analysis and Risk Mitigation: The PCSSO will regularly monitor the security environment within his/her assigned sub-region and analyze the threat and potential impact that various risk factors, including: crime trends; political incidents or violence; civil unrest; natural disasters; road and transportation safety; epidemics; terrorism; transnational conflict; and other elements may have on Volunteers, programs and operations. 
  • Criminal Investigate Program Liaison Activities: The PCSSO will establish and maintain effective working relationships with law enforcement personnel in their assigned sub-region, including, but not limited to the Regional Security Officer, the Legal Attaché or other FBI officials, host country law enforcement officials at the national level, prosecutors, and attorneys that Peace Corps may use for Volunteer representation in criminal cases. 
  • Emergency planning, preparedness and response: The PCSSO assesses posts’ ability and readiness to respond to a variety of emergencies ranging from country wide crises to individualized emergencies such as a Volunteer death. The PCSSO assists post in identifying potential threats to both Volunteers and operations and coordinates with OSS to provide mitigating strategies and response protocols
  • Security Policy and Program Coordination: The PCSSO is the technical resource for the Peace Corps safety and security program, providing a wide range of safety and security guidance, including policy interpretation, enhancement of post developed safety and security systems, evaluation of posts’ Volunteer safety and support systems, compliance with agency policies and drafts of post specific standard operating systems. 
  • Security Training Facilitation: In collaboration with the Office of Safety and Security, PCSSOs deliver both standard and non-standard security courses and trainings on a variety of topics and utilizing an array of training delivery methods. The PCSSO will work with posts within their assigned sub-regions to identify training needs and assist post in developing culturally appropriate, relevant, and effective security trainings for both staff and Volunteers.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

PC-1336 Form: Applicants who are found to be otherwise qualified will be required to submit upon request in the future a completed PC-1336 form, or narrative signed statement, indicating whether the applicant has been involved in or has had any connection with intelligence activities or related work and, if so, the nature and dates of his or her involvement. Failure to meet this requirement will result in the applicant being rated ineligible for further consideration. If you have any other type of possible intelligence connection, your application will not be further considered until you submit this form. Except when the CIA or the National Security Agency (NSA) is involved (see below), if your connection with an Intelligence Agency involves an immediate family member who works or has worked in intelligence, the immediate family member should complete the form, not the applicant. Usually relying on memory is sufficient to answer most if not all of the questions. If you have an immediate family member who works or has worked for the CIA, you should not give them this form to complete. Please contact your relative in person—not by phone, email, social networking, or any other means that is not in person— and ask him or her to contact the Office of General Counsel at the CIA.

Qualifications

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. To ensure full credit for your experience, please indicate dates of employment by month, day, and year and the number of hours worked per week in your resume.

This vacancy is being announced at three (3) grade levels:

FP-4

Qualifying experience for the FP-4 grade level includes one year of specialized experience at least equivalent to the FP-5 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience operating within security practices, concepts and principles used in analyzing threats and determining institutional risk in an international setting for the purpose of developing mitigating strategies geared towards US Diplomatic programs and/or International NGOs; Experience developing trainings, policies and guidance for applying effective security measures in non-traditional security settings with limited resources.  

FP-3

Qualifying experience for the FP-3 grade level includes one year of specialized experience at least equivalent to the FP-4 or GS-11/12 grade levels which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience performing tasks across various general security administration programs; Experience applying comprehensive knowledge of security policy requirements;  Experience resolving major conflicts in policy and program objectives; Experience providing innovative solutions to security concerns or issues.

FP-2

Qualifying experience for the FP-2 level includes one year of specialized experience at least equivalent to the FP-3 or GS-13 grade level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience monitoring and analyzing security environments and their potential impact on risk factors and threat level; Experience developing and delivering both standard and non-standard security courses and trainings on a variety of topics; Experience applying risk management and emergency preparedness tactics to assess a location's ability and readiness to respond to an emergency or crisis; Experience providing safety and security guidance including policy interpretation, evaluation of post locations, and the enhancement of safety and security systems.
