This position will be selected from one of the following locations: Washington, DC; Baltimore, MD; Atlanta, GA; Nashville, TN; San Diego, CA; or Bay Pines, FL.

The Supervisory Program Analyst, located in the Office of Management and Administration is responsible for the receipt and investigation of complaints involving the possible existence of a violation of law, rules, or regulations; mismanagement; gross waste of funds; abuse of authority; or a substantial and specific danger to the public health and safety.

As a Supervisory Program Analyst, you will:
-Manage, control and address Hotline calls, letters, e-mails, and walk-ins from a variety of sources including Congress, the White House, veterans, veteran service organizations, state and local governments, other Federal agencies, VA employees and the general public.
-Supervise the activities of the Hotline Division staff personnel involved in the initiation of inquiries and review of waste, fraud, and abuse after evaluation of the reported complaint data, and the determination of action to be taken and the appropriate VA organization to refer the matter for action. 
-Assure that time-frames for completion of individual cases are established and determine overall priorities for the Hotline Division’s workload. 
-Oversee the analysis and assignment of incoming complaints to various OIG or VA program offices for criminal or administrative investigation, as appropriate.  Personally provides guidance on exceptionally complex cases.
-Review correspondence to complainants, their legal representatives, VA organizations, the Secretary, the General Accounting office, and other organizations for accuracy and conformance to regulations.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes: 

- conducting studies and trend analysis to identify causes and recommend solutions; AND
- analyzing complaints and making appropriate referrals related to agency mission, goals, and objectives; AND
- providing reports, correspondence, and summary findings.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory probationary period may be required.
- Must successfully complete a background investigation.
