Duties

The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to supervise, manage, and direct the Bioenvironmental Engineering/Public Health and Occupational Health Programs for Dobbins ARB, GA. The incumbent supervises the Bioenvironmental Engineering/Public Health office, provides professional industrial hygiene services, and acts as a consultant to management.

  • Plans, organizes, and directs the activities of the Mission Support Group, Bioenvironmental Engineering/Public Health Flight, ensuring that the office complies with legal and regulatory requirements and meets the needs of the Air Force Activities.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Represents 94 MSG/SGPB with a variety of installation and functional area organizations.
  • Occupational Health/Industrial Hygiene Program. As Chief, Bioenvironmental Engineering (BEE), the individual in this position directs and conducts health risk assessments.
  • Public Health Program. As Chief, Bioenvironmental Engineering/Public Health, directs, plans and implements public health activities in conjunction with Air Force preventative medicine.
  • Keeps informed on the latest USAF, OSHA, ACGIH, ANSI, and EPA regulations or standards and advances in industrial hygiene and occupational-public health by reading professional literature, notices of proposed rulemaking, scientific journals; periodicals, professional reference books, or by attending workshops, conferences or classes etc.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Work requires Industrial Hygienist (IHs), Bioenvironmental Engineer Technicians (BETs), and Public Health Technicians (PHTs) to work during 94th AW UTAs,
  • usually one per month, to provide services and training to Traditional Reserve (TR) personnel in industrial shops, as well as BETs and PHTs assigned to the 94th ASTS (RMU).
  • Position requires working various hours (evenings and nights) to support installation personnel (training, fit testing, air and noise sampling.)

Qualifications

Basic Requirements for GS-0690:

A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science;

OR

A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene;

OR

Certification from the American Board of Industrial Hygiene (external link) (ABIH).

Courses in the history or teaching of chemistry are not acceptable.

AND

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience must include: professional knowledge of industrial hygiene concepts, principles, and practices applicable to the conduct of industrial hygiene evaluations of a wide variety of operations and processes at agency facilities; knowledge of interpreting and evaluating process and facility plans and specifications for health hazard controls as well as related standards; knowledge of evaluating material safety data sheets for non-standard materials; knowledge of techniques for planning and arranging for limited surveys; knowledge required to recognize potential health hazards associated with a variety of operations and processes at agency facilities, knowledge of signs and symptoms of occupational diseases for investigating alleged or suspected occupational medical conditions in order to provide information requested in processing claims for occupational injuries and/or diseases. (NOTE: This same experience must be well-described in the application/resume that you complete and submit in addition to answering this questionnaire and you MUST submit a copy of official transcripts).

NOTE: There is no substitution of education for specialized experience at the GS-12 level.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge (professional) of industrial hygiene and public health concepts, principles, practices, techniques, related scientific disciplines, e.g. toxicology, physiology, and biochemistry and applicable Air Force, OSHA, EPA, State, and local directives.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Knowledge and skill in bioenvironmental emergency response equipment and skill in the use, calibration, and maintenance of industrial hygiene equipment.
  4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization as well as coordinate, plan and implement effective occupational and health programs with multiple organizations.
  5. Ability to communicate technical information effectively, both orally and in writing.
  6. Ability to identify, evaluate, and control occupational health hazards found in a variety of industrial settings.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
