Duties

Help

The Public Affairs Specialist is responsible for performing a variety of assignments to facilitate the workflow of the media team and the Office of External Affairs (OEA). The incumbent will primarily support the development and implementation of multi-platform digital campaigns, media outreach, and daily operations for the team.

  • Serves as back-up on-the-record spokesperson communicating with reporters and external audiences.
  • Co-leads approval of all internal and external messaging.
  • Creates written translations of documents, messages, and social media content from English to Spanish providing copies of materials in both languages.
  • Translates verbal communication in real time, delivering messages in both English and Spanish between multiple parties and clearly and precisely reads written documents out loud in both languages.
  • Provides content to support messaging used for social media, GovDelivery, and the NationalService.gov website.
  • Coordinates earned media opportunities with elected officials, grantees, and stakeholders.
  • Prepares press releases, advisories, press packets, and helps maintain the media database.
  • Makes pitch calls to media to ensure follow up for event attendance and coverage.
  • Compiles, archives, and distributes daily news clips and newsroom materials on website.
  • Researches local national service coverage and prepares press briefing memos to senior staff on local program successes, as necessary after planned media events.
  • Performs vetting of event participants as needed.
  • Supports communication with online social media followers to engage and grow the agency's social media community.
  • Supports the sharing and maintenance of photos and videos on agency's online photo gallery, social media accounts, and websites.
  • Contributes to the design and development of program and training materials.
  • Develops communication tools and training materials for national service grantees and stakeholders
  • Produces informational materials for a variety of target audiences to enhance their awareness of CNCS and its programs
  • Provides support to other OEA staff for researching and writing projects in support of CEO and other CNCS officials.
  • Works with other departments, e.g. the Office of the CEO and Office of Government Relations, to track and prepare for speaking engagements.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the upper range of the NY-02 pay band, which would be at or equivalent to, the GS-09 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes establishing and maintaining effective working relationships at multiple levels within an organization in order to develop and disseminate coordinated messages that accurately address organizational programs; preparing written or multimedia materials to promote the organization's position on a variety of sensitive, controversial and/or complex issues; and designing and tailoring meetings and public involvement strategies to the general public and special target audiences that involved a degree of controversy.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

**Preferred Qualifications
Applicants who can demonstrate proficiency in English and Spanish are preferred. To be proficient you must be able to speak, read, and write in English and Spanish. If you state that you are proficient in English and Spanish, you may be assessed at any time during the hiring process to determine if you possess the desired level of proficiency.

Education

If you are qualifying based on education alone, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. A copy of your unofficial transcript must be submitted with your application package.

You may also qualify based on a combination of education and experience, if applicable.

As an employee on a Term Appointment, you will not acquire competitive status and you will not be covered by the agency's Interchange Agreement with the Office of Personnel Management, which allows for noncompetitive transfer from CNCS to other agencies in the competitive service of the federal government.
