Duties

Help

As a Grants Management Specialist you will:

  • Perform a variety of assignments related to the review, award and administration of grant mechanisms.
  • Advise the recipient of the responsibilities, requirements, and grants management policies and procedures regarding the proper use of funds throughout the life of the grant(s).
  • Monitor the grants process and coordinate with program officials to ensure that all required actions are executed by recipients and the government in a timely manner.
  • Exercise responsibility for assuring compliance with terms of grants, negotiating with grantees to resolve problems of grant obligations and determining actions to be taken to ensure compliance with grant terms and conditions.
  • Provide technical assistance to program offices in the administration of grants and cooperative agreements.
  • Conduct a cost analysis of the recipient budget request and justification to ensure that all costs are allowable, allocable, necessary and reasonable.

  • Promotion potential: Yes. This position has promotion potential to GS-12. Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.

Qualifications

Minimum Qualifications:

Applicants must have at least one year of specialized experience at or equivalent to the next lower grade level in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.

GS-11: Applicants must have at least one year of specialized experience, equivalent to the GS-09 level in the Federal service, implementing and managing grants and cooperative agreements and providing grants-related assistance and services; and developing, implementing, and interpreting grants/assistance management laws, rules, policies, and procedures.

GS-12: Applicants must have at least one year of specialized experience, equivalent to the GS-11 level in the Federal service, independently performing complex administrative business and analytical work involving the administration or termination, and/or closeout of grants or cooperative agreements.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
There is no education substitution for the GS-12 level.

COMBINATION OF EDUCATION AND EXPERIENCE:
Applicants education and work experience may be combined to meet the qualification requirements at the GS-11 level.

This announcement is being used to create an inventory of applicants for Grants Management Specialist and will be used to fill immediate and future needs.
