Provides advice and assistance to the Executive Director in the design, development, execution and evaluation of communication strategies to cultivate understanding and support for the Bureau of Administration and the Bureau of Information Resource Management programs and policies. Develops decision-making internal documents on program and administrative matters requiring the attention of the Executive Director using data driven approaches. Advises the Executive Director on viable avenues to solve complex administrative problems that could potentially affect the accomplishment of principal A and IRM program goals and objectives.
Conducts detailed analyses of intricate functions and work processes, identifies complex problems and areas of emphasis for consideration of the Executive Director. Develops appropriate analytical framework for specific program projects to meet critical challenges having potentially long-term impact. Plans and coordinates initiatives to enhance quality, timeliness and responsiveness of A and IRM Bureaus customer service by conducting in-depth administrative management evaluations that focuses on the A and IRM Bureaus’ efficiency and effectiveness. Facilitates focus groups to evaluate the feasibility of adapting new methods to enhance customer service.
Plans, designs, and develops curricula (including course outlines and aids/materials) and conducts formal training courses and workshops to enhance the skills, productivity, and work quality of managers and employees within the A and IRM Bureaus.
Analyzes and evaluates the effectiveness of business operations, internal communications for priority administrative and program initiatives and program administration to identify process improvement and resolve significant organizational problems. Reviews and edits written materials and presentations for the Executive Director. Represents the Executive Director in various senior level meetings and on committees to identify and discuss new strategic initiatives, changes in program emphasis, and expansion or discontinuance of specific aspects of program efforts.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing subject matter expert advice and assistance to executive management in the design, development, execution and evaluation of communication strategies.
Experience reviewing and editing (English - Spanish) written materials and presentations for executive management.
Experience utilizing data driven approaches in the development of decision-making documents on program and administrative matters.
Experience conducting in-depth administrative management efficiency and effectiveness evaluations and developing analytical frameworks for programs and projects.
Experience facilitating focus groups that evaluate the feasibility of adapting new methods to enhance customer service.
