Duties

Help

The selectee:
  • Is responsible for leading the development and adoption of a digital services strategy to support the mission of OIG.
  • Develops, refines and maintains all policy related to the setting of technical architecture standards within OIG.
  • Defines the problem, vision, and solution for the business, technology, and cultural changes required to drive technology transformation and introduce new approaches to ensure business service improvements are achieved.
  • Develops a target enterprise architecture and implementation roadmap that accounts for HHS OIG strategy priorities, supports open technologies, and allows HHS OIG to adapt to changes to mission priorities and technology advances.
  • Advocates for contemporary digital and information technology practices with senior HHS OIG leaders and external stakeholders.
  • Leads the implementation of enterprise IT modernization plans.
  • Implements management processes for information technology investment decisions, including a process for maximizing the value and managing the risk of IT acquisition and implementation.

For all positions individuals must have IT related experience demonstrating each of the four competencies listed below:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations, knows about available products and services, is committed to providing quality products and services.
3. Oral Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial), makes clear and convincing oral presentations, listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems, determines accuracy and relevance of information, uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To qualify at the GS-15 grade level:

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position that demonstrates experience including the following: 1) Experience leading the development, implementation, and ongoing management of organization-wide digital technology plans and programs, including managing web development and design, information architecture, data transparency, and digital technologies; 2) Experience designing and implementing emerging new media and digital policies, products, projects and technologies; and 3) Experience providing expert advice and formal presentations to senior management or executives in the planning, prioritization, development and execution of a digitization program.

THE SUBSTITUTION OF EDUCATION IS NOT QUALIFYING AT THE GS-15 GRADE LEVEL.

Security and Background Requirements: A background security investigation will be required for all appointees.
