As a POLICY ANALYST (TRADE), GS-0301-13/14/15, your typical work assignments may include the following:
Responsible for bilateral and multilateral issues related to trade and the environment, including the negotiation and implementation of Environment Chapters in U.S. Free Trade Agreements (FTAs), Trade and Investment Framework Agreements (TIFAs), Regional Fisheries Management Organizations (RFMOs), and Multilateral Environmental Agreements (MEAs), such as The Minimata Convention on Mercury, The Montreal Protocol on Substances that Deplete the Ozone Layer, and The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
Develop and implement U.S. policy positions as they relate to trade, environment (e.g., protection of air, water, natural resources) and conservation (e.g., trafficking in wildlife, fish, and timber, fisheries management) policy, as well as domestic policy development in these areas.
Participate in the planning, development and implementation of negotiating positions on trade and environment issues taken by the U.S. government; engage extensively with domestic stakeholders in the business and environmental communities, and with foreign partners; prepare memos, briefing materials, and statements for the USTR, Deputy USTRs, and other senior executives, as appropriate.
Explain and defend the Administration's trade and environment policies to foreign governments, the public, the press, and the Congress.

Qualifications
MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates knowledge of U.S. trade policy including provisions under existing trade legislation. Specialized experience must demonstrate all of the following: 1) Knowledge and application of U.S. and foreign trade policy; 2) Experience working with World Trade Organization agreements and U.S. free trade agreement provisions; 3) Analysis of international trade data and issues, including tariffs and non-tariff barriers; and 4) Effective oral and written communication skills with domestic stakeholders and foreign governments.
You may qualify at the GS- 14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates advanced knowledge and application of U.S. trade policy including provisions of existing trade legislation and trade policies and practices related to environmental and natural resources related issues. Specialized experience must demonstrate all of the following: 1) Expert negotiation of trade agreements to include the development, implementation, and oversight of strategies and tactics for environmental and natural resources negotiations; 2) Superior collaboration skills with other federal agencies, stakeholders, and Congress in the development of common international trade goals and objectives; 3) Knowledge of World Trade Organization (WTO) agreements and international free trade agreements/trade and investment agreements, and multilateral environmental agreements (MEA) and Regional Fisheries Management Organizations (RFMOs); 4) Significant expertise and ability to communicate with high-level officials, foreign and domestic, both in person and in writing, and representing U.S. policy positions to domestic stakeholders and foreign governments.
You may qualify at the GS- 15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates expert knowledge and application of U.S. trade policy including provisions of existing trade legislation and trade policies and practices related to environmental and natural resources related issues. Specialized experience must demonstrate all of the following: 1) Expert negotiation of trade agreements to include the development, implementation, and oversight of strategies and tactics for environmental and natural resources negotiations; 2) Expert collaboration skills with other federal agencies, stakeholders, and Congress in the development of common international trade goals and objectives; 3) Expert knowledge of World Trade Organization (WTO) agreements and international free trade agreements/trade and investment agreements, and multilateral environmental agreements (MEA) and Regional Fisheries Management Organizations (RFMOs); 4) Superior oral and written communication skills for international negotiations, analyses, and justifications with high level officials.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
