Duties

Help

As a Program Analyst, you will:

  • Analyze and evaluate, on a quantitative/qualitative basis, the effectiveness of ElA service delivery in meeting established goals and objectives.
  • Coordinate financial and administrative programs, projects and activities across EIA.  These financial matters are in regard to the development of both short-and, long-term resources plans and formal projects consistent with EIA goals and responsibilities.
  • Focus on key program management processes and formal projects which are critical to the success of the EIA mission through selective monitoring of those processes, identification of potential improvements, coordinating the improvements where necessary, and initiation of appropriate actions to further the smooth operation of PBPE core responsibilities.
  • Promote project management practices across the Agency by creating and maintaining project standards and methods; providing project administrative guidance and support; assisting with identification and allocation of appropriate project staffing resources; mentoring junior level colleagues and providing non-routine consultation as needed; archiving lessons learned; and coordinating PM training and development activities.  
  • Assist in the review of existing projects and initiatives, including Information Technology projects, in order to identify areas that would benefit from the application of PM standards and practices.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

Developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, and objectives. Developing procedures and systems for assessing the effectiveness of administrative/management processes. Leading and directing cross-functional teams to deliver projects within the constraints of schedule, budget and resources. Promoting project management practices by creating and maintaining project standards and methods; providing project administrative guidance and support; managing or coordinating all aspects of complex public sector projects involving information and data management from initiation to completion, consistent with Project Management Professional (PMP) certification requirements; and proficiency with various financial and project management software applications.

  1. Knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
  2. Knowledge in managing the processes of planning, directing, controlling, and monitoring to evaluate and correct deficiencies in the planning for assigned operating program requirements, and related support programs, such as Procurement, financial management, strategic planning, program evaluation, or developing performance measures.  
  3. Skill in coordinating, planning, organizing, and/or directing the assignments of matrix teams is required.
  4. Knowledge of the principles and methodologies of project management and skill in the application of these management tools for programmatic evaluation. 
  5. Skill in verbal and written communication.

You will be evaluated for this job based on how well you meet the qualifications above.
