Duties

Help
  • Performs necessary calculations.
  • Studies engineering and science texts, periodicals, manufacturers' publications and other technical material to obtain information on materials, equipment, and pertinent data to be used in the development of specifications
  • Travel to various sites to obtain information for the development or lifecycle maintenance of contracts.
  • Under supervision, reviews electronics engineering or science work of minor complexity.
  • Reviews documentation for adherence to contact specifications and brings any deviation to the attention of the supervisor
  • Develops test programs of conventional nature based on precedent and technical literature

  • Must be able to obtain and maintain a Secret security clearance.
  • Position may require Temporary Duty (TDY) travel of up to 25% of normal duties within and outside of the Continental United States (CONUS)
  • This a Defense Acquisition Workforce Improvement Act Career Field position. This is an Army Acquisition, logistics and Technology Workforce position.
  • Selectee will be required to meet the position requirements for Certification at Level I Acquisition Career Field "Test and Evaluation" within 24 months of entrance on the job.
  • Will be required to meet DOD 5000.66 requirements applicable to the duties of the position.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Applicants must meet the following qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Basic Requirement and GS-05 Requirement for Computer Engineer, 0854 or Electronics Engineer, 0855:

A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Basic Requirement and GS-05 Requirement for Computer Scientist, 1550:

Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

Basic Requirement and GS-05 Requirement for Operations Research, 1515:

Degree: Degree: Bachelor's degree (or higher degree) in operations research or bachelor's degree (or higher degree) with 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for the positions, you must also meet the qualification requirements listed below:

GS-07 Requirements:

Specialized Experience: One year of specialized experience equivalent to the GS-05 grade level in the Federal Service, which includes non-routine engineering, computer science, or operations research work that requires professional knowledge of engineering, computer science, or operations research and the ability to apply such knowledge to engineering/computer science problems. Experience should include at least two of the following: (1) Apply basic engineering or computer science principles relating to engineering and architectural designs and projects, such as performing, interpreting, and explaining basic computations and calculations. (2) Review documents for adherence to specifications. (3) Develop conventional test programs based on precedent and technical literature. (4) Utilize personal computer hardware and software to prepare and create documents, spreadsheets, and presentations. Experience MUST be clearly described in your resume).

NOTE: Creditable specialized experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower grade in the series.

THIS IS A DEVELOPMENTAL POSITION, HIRING AT THE GS-05 LEVEL WITH A FULL PERFORMANCE LEVEL (FPL) OF GS-11 OR AT THE (FPL) OF GS-07). Employee may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2). If there is higher level work at the developmental/target grade level. (3) Recommendation for promotion by supervisor. (4) Satisfactory completion of all required training. (5) Completion of all regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed.
