The Director of the Office of State and Local Finance (OSLF) reports to the Deputy Assistant Secretary for Public Finance, under the Assistant Secretary for Financial Markets and the Under Secretary of Domestic Finance, in the Departmental Offices of the Department of the Treasury. The Director oversees the OSLF and coordinates the Treasury’s research and policy related to State and local government finance issues.

Supervises and provides leadership for all functions and employees in OSLF, oversees staff development and training, prepares office performance objectives and operating plans, and ensures OSLF’s functions and strategy are carried out efficiently and effectively.
Maintains an organizational capability to provide authoritative advice to the Deputy Assistant Secretary and other senior Treasury leaders in program areas including monitoring and functioning of the municipal bond market, analyzing State and local government methods of financing infrastructure, monitoring and developing policy responses to stressed municipalities, supporting policies to improve management of public pensions, evaluating tax issues at all levels of government affecting municipalities, understanding developments in State and local accounting and actuarial standards, and monitoring issues in State and local budget formulation and execution.
Consults with, furnishes authoritative advice to, and briefs the Deputy Assistant Secretary on the intricacies and implications of policy options and recommendations.
Briefs policymaking officials of the Treasury and the broader Administration on complex issues of State and local finance.
Serves as the Treasury’s central liaison to and builds relationships with municipal officials, industry associations, municipal market regulators, standards bodies, labor unions, academics, bankers, market participants, and other stakeholders in State and Local finance.
Plans and carries out highly sophisticated and in-depth market, sector, and entity analyses and policy proposals related to State and local finance. These analyses and policy proposals involve highly sensitive issues and often present problems of considerable intellectual difficulty, and are a major input into the Treasury’s policy making.
Provides leadership in identifying and understanding emerging issues, trends, important events, and potential structural changes in municipal finance. Advises the Deputy Assistant Secretary on the need for new or improved policies or projects.
Oversees the Treasury’s technical assistance provided to State and local governments when and if authorized in law, including selecting technical advisors and managing their work plans.
Provides advice and guidance to other Federal agencies in need of expertise on State and local finance issues to execute their Federal programs.
Supports task forces and inter-agency work groups related to Federal-State-Local intergovernmental cooperation and coordination.
Ensures that Treasury policy officials understand the State and local perspective on important national issues in domestic finance, such as tax policy or financial market regulation.
Produces high quality written work products for senior policymakers in the Treasury and the broader Administration, including policy proposals, legislative and regulatory analysis, research projects, project and operating plans, briefing memoranda, status reports, meeting presentations, speeches, and media releases.
Coordinates work and maintains strong working relationships with other offices in the Treasury and other Federal agencies that have interests in State and local finance. Provides policy and technical input to Federal banking and market regulators on the municipal bond market.
