Duties

Help

As an Information Technology Specialist (ENTARCH), you will:

  • Develop new and improved concepts, principles, and techniques that will advance the body of knowledge of mobile computing and apply advanced networking methods and techniques to solve complex communications processing.
  • Develop and correlate research objectives; originate new concepts, methods and techniques for research planning, program guidance, program evaluation, technological forecasting, and resource allocation.
  • Provide advanced mobile computing and innovative technological input into the configuration· management, IT architecture, infrastructure design, and systems integration aspects into EIA's IT project plans.
  • Participate on agency, Federal, and non-governmental committees relative to equipment and system software policy and technology planning. Present project status briefings and recommendations.
  • Plan and coordinate EIA's IT projects involving innovative concepts or approaches to expand and modernize EIA's IT mobile computing capabilities.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

Applicants must have IT-related experience demonstrating each of the four competencies listed below:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or productions that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations, know about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas, or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); make clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized experience for this position is defined as:  designing and providing guidance on mobile computing architectures; analyzing and evaluating capability requirements and equipment; identifying capability requirements to acquire services and equipment; and providing mobile computing and technological input into the configuration· management, IT architecture, infrastructure design, and systems integration.

  1. Knowledge of Information Technology in order to develop, implement, and review information technology policies, standards and procedures, assess the effectiveness of current systems and services, evaluate the feasibility of new systems and services, and provide expert advice and guidance on critical issues.
  2. Skill in planning, design, development and integration of network systems that are consistent with existing or planned network infrastructure, and facilitate mission accomplishment.
  3. Knowledge of systems development life cycle management concepts in order to apply a structured approach to optimization and integration of the systems development process from systems planning and design through implementation and support.
  4. Knowledge of the methods and systems for maintaining, sharing, protecting and presenting information through the use of information technology in order to develop program plans, policies, and standards.
  5. Knowledge of information systems security methods and procedures in order to incorporate appropriate security measures into Network services activities and operations.
  6. Knowledge of the information technology field in order to keep abreast of new and emerging automation technologies.
  7. Ability to communicate, orally and in writing, within a broad customer base.
