Summary

This Supervisory Recruiter position is located at the NY Regional Census Center in New York, NY. This position will develop the regional recruiting plan and oversee all recruiting activities for the Decennial pretests and Decennial Census to ensure that a large pool of qualified applicants are recruited and hired within the regional office boundaries to staff all field and office operations which result in operations being completed on schedule and within budget.

Relocation will not be paid.

Full-time - The work schedule for this position is Mixed Tour. With a Mixed Tour work schedule, an employee may be changed between full-time, part-time and intermittent work schedules to accommodate fluctuating workloads and is subject to a signed agreement.

Duties

Help
  • Develops a strategic recruitment plan for a Regional Census Center (RCC) and an Area Census Office (ACO) to ensure sufficient field and office personnel are hired to support Census operations under stringent time constraints.
  • Identify major Hard-to-Recruit areas and develops preliminary strategies to achieve a balanced applicant pool in those areas.
  • Provide administrative and technical supervision to staff in the RCC and ACO performing a variety of duties and responsibilities for carrying out recruitment programs.
  • Oversee and monitor all recruiting activities to ensure a large pool of qualified applicants are recruited and hired within the geographic boundaries, on schedule, and within budget; train ACO staff responsible for recruitment.
  • Establishes and maintains working relationships with community groups, businesses, faith-based organizations, media outlets, and regional, local, and tribal governments, for promoting jobs and providing candidates for the regions ACOs.

EXPERIENCE: Applicant must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes supervising a staff; training staff on recruitment techniques; developing a recruitment plan; and promoting recruitment products or services.

  1. Knowledge of recruiting policies and procedures.
  2. Ability to use available data (demographic, geographic, and socio-economic characteristics), local knowledge of the area, and other resources to increase recruitment in hard-to-recruit areas.
  3. Ability to supervise and evaluate staff, make recommendations on personnel actions regarding promotions, reassignments, need for training, individual conduct and disciplinary action when necessary.
  4. Ability to train individuals and groups in recruiting techniques and strategies.
  5. Ability to communicate and interact with people from diverse backgrounds with various level of responsibility.
  6. Skill in delivering speeches and informal talks to promote and publicize the agency’s mission, negotiate with influential individuals to secure and foster support, promote the distribution and us of agency specific products.
