Duties

Help

BLM Law Enforcement Rangers patrol the public lands in a manner similar to that of park rangers and fish and game wardens. They offer a variety of services to the public, such as providing security at recreation sites and helping visitors with disabled vehicles. Rangers also assist special agents on specific investigations and carry out their enforcement duties by issuing warnings and citations and, if necessary, by making arrests. 

In addition, local law enforcement officers, such as county sheriff deputies, assist the BLM in patrolling popular recreation sites. They provide radio dispatch and other services that help protect the public and the land's natural and cultural resources. 

The incumbent must be able to safely utilize firearms, non-lethal weapons, and defensive tactics in the conduct of daily activities. The work requires considerable strenuous physical exertion, e.g., long periods of standing, crawling, walking and running over rough, uneven, rocky surfaces and through wooded or brush areas, performing these activities day or night, when the incumbent may be required to respond immediately from a sedentary activity to an extremely arduous activity. The incumbent must be prepared, at all times, to defend himself/herself and others against physical and armed attack. 

The duties of this position are so rigorous that a physical examination is required to ensure that the employee assigned can perform the duties without physical injury to self or others. Employees must meet the arduous physical and medical standards identified in BLM law enforcement policy.

CONDITIONS OF EMPLOYMENT - Employment in this position is contingent upon the applicant/appointee meeting the conditions of employment below: 

  1. In accordance with Executive Order 12564, and under the Department's Drug Free Workplace Program.  Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment.  In addition, this position is subject to random testing for illegal drug use.
  2. This is an arduous/hazardous law enforcement position which requires the applicant tentatively selected pass a medical examination prior to appointment to ensure he/she can perform job related duties without physical injury to themselves or others. An applicant appointed to this position is required to undergo periodic medical examination on a scheduled basis for the remainder of his/her law enforcement career
  3. This is a primary law enforcement position under the special retirement provisions of 5 U.S.C. 8336 (c) (CSRS) and 5 U.S.C. 8412(d) (FERS). This position is subject to maximum entry age (MEA) requirements. See "Other Information" for more details.
  4. An applicant for or appointed to this position cannot have a misdemeanor domestic violence conviction prohibiting him/her from possessing, receiving, transferring, or accessing firearms or ammunition in violation of the provisions of 18 USC 922.
  5. All Law Enforcement Rangers who are new to the BLM are required to complete the Introduction to Resource Protection Training program within their first two years of assignment.
  6. All Law Enforcement Rangers will complete the Natural Resource Police Training (NRPT) at the FLETC or an approved equivalent law enforcement training school before they are delegated law enforcement authority. This training must be completed within the first 12 months of appointment.
  7. Successful completion of the Bureau of Land Management’s Field Training and Evaluation Program (FTEP) must occur within one year of receiving delegation of law enforcement authority. Failure to complete the FTEP will result in the loss of law enforcement delegation and/or termination of employment.
  8. All Law Enforcement Rangers will successfully complete a minimum of 40 hours of annual law enforcement in-service training.
  9. You must be able to obtain and maintain a valid driver's license for the duration of employment.

Qualifications

Specialized Experience Requirements:
To qualify at the GS-09 level: Applicants must have year of specialized experience equivalent to at least the GS-07 level in the Federal service. Examples of specialized experience include, but are not limited to: prior experience as a law enforcement officer providing foot and vehicle patrol; assisting in the prosecution of violators of law, providing crime prevention information.

To qualify at the GS-11 level: Applicants must have year of specialized experience equivalent to at least the GS-09 level in the Federal service. Specialized experience is defined as prior experience as a law enforcement officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses, enforcement of the laws and regulations, preparation of investigative reports, and search and rescue.

Substitution of Education in Lieu of Specialized Experience:
In lieu of specialized experience, applicants may substitute their education. Qualifying education at the GS-09 level is defined as 2 full years of graduate level education leading to a masters’ degree or a masters’ degree.Qualifying education at the GS-11 includes successful completion of three (3) full years of graduate level study or a Ph.D. or equivalent doctoral degree in a field that provided the knowledge, skills and abilities necessary to do the work, e.g. law enforcement, police administration, criminology or criminal justice. Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Selective Placement Factor(s):
In addition to the basic qualifications listed above, this position requires additional qualifications that have been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:

  • Prior experience as a law enforcement officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States;

BLM may use certain incentives, currently offered by the Federal government, to attract high quality applicants.

The duties of this position may require the incumbent to perform irregular or occasional overtime per week.  The position may qualify for Administratively Uncontrollable Overtime (AUO). AUO is not guaranteed and no promise of AUO is implied.

This position requires you to wear an officially-approved uniform while in a duty status.

Government facilities are required to provide a smoke free environment for their employees. Smoking will be permitted only in designated areas.

You must be 18 years of age or older to be assigned to a hazardous position.

This is a Bargaining Unit position.

The maximum entry-age for this position shall not exceed age 37, unless you have sufficient prior Federal civilian firefighter experience or you are a preference eligible veteran.  If you are a preference eligible veteran, you may be eligible for this position after your 37th birthday.  You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement.  Failure to provide this documentation with your application will result in loss of eligibility to receive a waiver of the maximum entry age requirement.

You will be evaluated for this job based on how well you meet the qualifications above.

Previous completion of the Land Management Police Training (LMPT) at the Federal Law Enforcement Training Center (FLETC) is highly preferred.
