This scientist is a Research Ecologist within the Southern Research Station (SRS), Forest Inventory and Analysis (FIA) Program located in Knoxville, TN. Duties

Help
  • Uses advanced geospatial techniques to improve large scale monitoring and reporting of disturbance and its impact on forest ecosystem services (e.g. water quality, carbon storage, wildlife habitat).
  • Manages and analyzes large data sets in a secure and organized manner using state-of-the-art high performance computing systems such as Google Earth Engine (GEE) and NASA's earth exchange (NEX).
  • Develops and applies computer algorithms to relate changes in forest cover and structure to fluxuations in the quality and/or availability of various social and ecological benefits provided by forests.
  • Writes computer programs in R, python, java, C++ to analyze satellite imagery from Landsat, MODIS, Sentinel-2, VIRS, AVHRR, and other space-borne and airborne sensors.
  • Develops new sampling and estimation procedures to improve the precision of FIA estimates.
  • Conducts research to improve techniques for rapid assessment of damages from environmental disturbances, such as hurricanes, ice storms, tornados and insect outbreaks.
  • Seeks and responds to requests for proposals on development and application of landscape ecology-related research, tools, and map products.
  • Gathers technical information, performs analyses, prepares technical reports, writes peer-reviewed journal papers, and presents research findings at professional conferences and meetings.
  • Leverages collaborations to expand FIA access to super computing resources, advanced technology and other innovations being developed both inside and outside the federal government.
  • Integrates research outcomes and derived products into management applications and program wide reporting tools.
  • Occasionally serves as a member or Team Leader for research-related efforts such as the National FIA Technical Bands.

BASIC REQUIREMENT for Ecologist: You must possess the Basic Requirements identified below to be considered for all Ecologist positions. Transcripts must be provided with the application to validate that coursework requirements are met. Attach university course descriptions as necessary.
Individual Occupational Requirements:

Ecologist Series GS- 0408:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree that included a major field of study in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

IN ADDITION TO MEETING THE BASIC QUALIFICATIONS, you must possess the specialized experience and/or graduate education listed below. Your application, transcripts and/or resume must clearly show that you possess the specialized experience or education requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Applications that do not reflect the specialized experience in bullet 1 below will not mini panel out as a GS -12.

GS-12 Level: One year of specialized experience at or equivalent to the next lower grade level GS-11 Examples are: ( Must meet at least two or more)

· Conducting the full cycle of scientific research (including identifying research topics, defining study objectives, organizing and conducting the research, interpreting the results, and presenting the findings in the form of reports, demonstrations, manuscripts, peer-review publications and other appropriate technology transfer activities) in one or more of the following areas: landscape ecology, forest science, hydrology, wildlife science, biology, and/or natural resource conservation.

· Analyzing forest structure, function, and dynamics using field-based sampling, simulation modeling, remote sensing, spatial statistics, tree-ring analysis, flux tower measurements or historical (archival) records.

· Using advanced analysis tools such as high performance computing, geographic information systems, spatial statistics, computer models, or precision laser measuring devices (e.g. light detection and range finding or LiDAR).

· Studying the effects of forest disturbance and land use and land cover change over large geographic areas.

OR

Education

Qualifying graduate education for the GS-12 Level: Conferred Ph.D. or equivalent doctoral degree directly related to the work of the position. The education must have been obtained in an accredited college or university by the U.S. Department of Education and demonstrate the knowledge, skills, and abilities necessary to do the work. Acceptable fields of study include research areas related to the work of the position including forest science, landscape ecology, quantitative silviculture, disturbance ecology, or related coursework such as natural resource sustainability, forest conservation, wildlife science, hydrology, community ecology, remote sensing, computer science, statistics and/or forest-based ecological modeling.

The grade level is limited only by the individual's demonstrated ability to perform research of recognized importance to science and technology. Final grade level will be determined by a peer review panel. The purpose of the initial review panel is to determine the grade level upon entry into a position.
