You will serve as an Evaluator in the Audit and Evaluation Program within the Office of Inspector General (OIG). The Audit and Evaluation Program is responsible for planning, conducting, and coordinating evaluations and other reviews of EEOC programs, operations and activities.
Summary
You will serve as an Evaluator in the Audit and Evaluation Program within the Office of Inspector General (OIG). The Audit and Evaluation Program is responsible for planning, conducting, and coordinating evaluations and other reviews of EEOC programs, operations and activities.
Direct or perform all aspects of the evaluation process, including scoping, preparing transmittal memos and other communication, interviewing, gathering facts and relevant supporting data, reviewing a wide variety of records and reports, developing findings, deciding how evidence will be presented in OIG products, developing recommendations, and preparing working papers and evaluation reports in accordance with applicable policies and procedures.
Develop project plans and objectives, and determine scope, methods, and resources required of evaluations and other reviews. Schedule evaluations and reviews to efficiently use resources. Perform contract administration for evaluations and reviews outsourced by OIG and serving as a Contracting Officer Representative (COR).
Use critical thinking skills and exercise professional judgment in all phases of analysis, ranging from sorting out the most important areas when dealing with voluminous amounts of information to ensure that the many facets of a policy issue and analytical techniques are explored, to developing feasible options or alternative proposals and anticipating responses.
Conduct briefings and prepare written communication to organize ideas and present findings in a logical manner with supporting, as well as adverse, criteria for specific issues, and prepare material complicated by external and internal factors such as short deadlines and limited information.
Establish and maintain liaison with EEOC's officials, federal agencies, other federal OIGs, Congressional staff members, and state and local government agency officials to keep abreast of current events and to inform OIG leadership about programs, policies and activities, which may need an evaluation.
Perform various analytical tasks to including writing, researching, referencing, and editing that are needed to develop and publish OIG-wide reports, such as the OIG's semiannual report to Congress, OIG's strategic plan, OIG's operating plan, and EEOC's annual performance and accountability report.
Create ideas for new reviews and technical evaluations and develop program evaluation proposals.

Qualifications
For the GS-13, you must demonstrate in your resume and responses to the assessment questions at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience may have been gained in positions responsible for:
Planning and conducting evaluations or performance audits of Federal government programs;
Designing the methodology, scope and/or approach of evaluations;
Applying analytical techniques to answer evaluation objectives;
Leading meetings with program personnel and managers to present findings;
Writing evaluation reports or portions of evaluation reports.
Your application will be evaluated on the following Core Competencies:
1. Program Evaluation - In-depth knowledge and experience of the evaluation discipline, including the application of advanced analytical techniques to problem identification and solution when evaluating federal policies, programs, and activities.
2. Evaluation Planning and Administration - In-depth knowledge of regulations, guidelines and legislation applicable to government operations and programs (e.g., Office of Management and Budget circulars, Government Accountability Office guidelines, the EEOC's directives, and the GPRA Modernization Act of 2010 requirements, including the development and review of strategic plans, performance plans, and performance report). Comprehensive knowledge of the Comptroller General's Government Auditing Standards and/or the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation.
3. Critical Thinking - Uses analytical thinking skills to develop insights into situations and applies new solutions to problems; designs new methods where established methods and procedures are not suitable or are unavailable.
4. Evaluation Topics and Proposals - Ability to review the agency's programs to assess possible areas needing management improvement or other effectiveness and efficiency gains.
5. Communication - Proven skills in written and verbal communication techniques, and in interpersonal skills to meet and deal effectively with others at all levels of authority and exert a positive influence. Ability to communicate within a multi-disciplinary and technical evaluation team.
