Duties

Help
  • Work independently and with teams to plan and implement communications outreach.
  • Write and edit technical information about statistics and federal programs into clear, concise text for media, the public and/or internal audiences.
  • Cultivate the Census Bureau's relationships with the media and other stakeholders, including preparing spokespersons for interviews, planning and conducting proactive outreach, responding to queries and managing media events.

This is a Term Appointment, initial appointment is not to exceed (NTE) 2 years. This appointment may be extended 2 additional years at management’s discretion.

A trial period may be required.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a BARGAINING unit position.

Relocation expenses will not be paid.

Qualifications

Minimum Education Requirement: 

Specialized Experience: For the GG-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes: conveying information to an organization’s internal or external audiences; writing news releases, talking points, blog posts or other content for media or the public; using digital communications tools; identify workforce that need communications related training; serving as a spokesperson for an agency to the news media or as a reporter covering an agency.

OR

Master's or equivalent graduate degree; or two full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.

For GG-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience for this position includes: planning, executing or evaluating communications campaigns to convey information to an organization’s internal or external audiences; writing news releases, talking points, blog posts or other content for media or the public; planning and executing special events; using digital communications tools; assist in communications related media training for senior leadership and workforce; serving as a spokesperson for an agency to the news media or as a reporter covering an agency

OR

Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

For GG-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience for this position includes: planning, executing or evaluating communications campaigns to convey information to an organization’s internal or external audiences; establishing effective working relationships with media, senior managers and subject matter experts to ensure an agency’s mission, goals and activities are clearly communicated; writing news releases, talking points, blog posts or other content for media or the public; planning and executing special events; using digital communications tools; provide communications related media training for senior leadership and workforce; serving as a spokesperson for an agency to the news media or as a reporter covering an agency.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
