The Senior Level Chief Data Analytics Officer position is located within the Office of the Deputy Commissioner for Patent Administration. The incumbent is responsible for probability models, programming of analytics, data mining, visualization for analytics as well as digital analytics, and forecasting for the Patents Organization. In addition, the incumbent will be responsible for agency metrics, targets and case studies relevant to patent work product and processes.
The incumbent will be responsible for the following:
You must be a U.S. citizen to qualify for this position. You will need to successfully complete a background security investigation before you can be appointed into this position. You may be required to serve on a one year probationary period. You will be required to submit a Financial Disclosure Report (SF-278) upon appointment.
Experience must have been at a sufficiently high level of difficulty to clearly show that the candidate possesses the required professional/technical qualifications set forth below.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Professional Technical Qualifications: Applicants must clearly demonstrate in their application materials that they possess technical attributes in the Professional/Technical Qualifications (PTQs). The PTQs for this position are:
1. Knowledge and experience of a variety of statistical approaches to solve complex problems; skill in using a variety of statistical approaches to solve complex problems and provide recommendations or solutions.
2. Thorough knowledge of patents practice and procedures, as well as appreciable breadth of knowledge in scientific and technical fields, business acumen.
3. Ability to work with big data and the required technologies/methodologies/statistics to translate data into actionable insights and problem solving.
4. Ability to communicate technical findings to a diverse audience orally and in writing.
This position may include some supervisory and related managerial duties, provided that these duties occupy less than 25 percent of the incumbent's time. This position is a part of the excepted service.
The individual must have a scientific or technical degree, or the equivalent. A preferred candidate would have a comprehensive knowledge of patent rules and regulations as well as an appreciable breadth of knowledge in scientific and technological fields.
