Duties

Help
  • Collects and catalogs intelligence data in order to address gaps in the knowledge base identified by senior specialists or supervisors.
  • Assists in developing new methods, approaches, and procedures to determine the validity of intelligence information.
  • Assembles, collates, and provides analysis of intelligence reports, trends, or conditions affecting cases, such as providing data on the price, purity, and geographic source of illicit trafficking of endangered or protected wildlife.
  • Analyzes domestic political, social, or economic trends or situations that have potentially significant repercussions to the Fish and Wildlife Service or Department of Interior.
  • Uses a limited range of national and international information systems and databases, such as LEMIS, Lexis/Nexis, NLETS, and INTERPOL.
  • Assists in evaluating and interpreting incoming intelligence reports and information related to a specifically defined geographical or functional area.
  • Provides comprehensive support to locate, acquire, review, select, and organize intelligence materials for use in briefings, reports, memos, and other analytical products.

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

  1. One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to assemble and collate reports and information; provide support to staff to locate intelligence materials for use in briefings, reports, memos and other analytical products; use
    information systems and databases to collect information; work with staffs to coordinate work;
    communicate with others for the exchange of information; assist with working with staff on future
    requirements for intelligence databases on the trends; OR
  2. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position ; OR
  3. A combination of education and experience as listed above.
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
  1. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to evaluate, interpret, assemble, collate, and analyze reports and information; develop new methods, approaches and procedures to determine the validity of intelligence information; assess future requirements for intelligence databases on trends and interpretation of events; provide support to staff to locate, acquire, review, select and organize intelligence materials for use in briefings, reports, memos and other analytical products; use information systems and databases, collecting data, showing correlations of data and disseminates information; working with staffs of other federal, state and private organizations to coordinate work; communicating with others for the exchange of information and presents complex material to officials.; OR
  2. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. OR
  3. A combination of education and experience as listed above.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-9/11. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9/11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

CONDITIONS OF EMPLOYMENT:

BACKGROUND INVESTIGATION: This position is designated as Special Sensitive and requires the employee to be able to obtain and maintain a TS/SCI level clearance.
PASSPORT: Must be able to obtain and maintain a U.S.passport for travel in support of the OLE mission abroad.
WORK SCHEDULE: Must work irregular hours and/or overtime duty, and has responsibility for recognizing, without
supervision, circumstances which require him/her to remain on duty.

  • Knowledge of and ability to apply techniques and methods of collecting and analyzing intelligence data in order to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects necessary to design and implement intelligence studies, and to perform of intelligence analysis support services.
  • Skilled in manual and automated file research, data aggregation and correlation techniques.
  • Oral communication skills sufficient to effectively and efficient interact with others for the exchange of information, to provide assistance to the larger intelligence community, and, as requested, to present complex material to high level officials.
  • Interpersonal skills to participate in teams, committees, and other groups to accomplish assigned objectives as well as to coordinate work efforts.
