This position serves as the Digital Assets Specialist in the American Folklife Center (AFC) within Library Services and reports directly to the VHP Collections Head. The purpose of this position is to oversee the administration of VHP’s digital asset management program, including developing and managing born-digital and reformatted collection processing workflows. The digital assets manager provides increasing leadership and coordination for a range of digital initiatives to advance AFCs/VHPs and access goals.

Keeps current on major issues in information research and dissemination. Serves scholars, researchers, professionals, oral historians, ethnomusicologists, folklorists, legislators and their staff, or other library users, and officials within and outside the Library. Does research and analysis in folklife and ethnomusicology, providing authoritative and definitive results. Gives in-depth analyses on complex customer questions, requirements and priorities. Assists with planning and producing educational programs and materials (including events, exhibitions, etc.) concerning some aspect of American folklife and pertinent Veterans History.

With minimal supervisory input, manages the care and handling of born-digital and analog collection materials to be digitized for the AFC/VHP as appropriate, including the chain of custody. Evaluates AFC/VHP digital storage systems on a consistent basis and makes recommendations for improvements as needed. Develops and maintains digital content inventory tracking systems. Provides leadership for routine digital conversion projects, including assistance in division of work between content specialists and technicians assigned to projects. Quickly adapts to changes in project requirements as needed. Implements digital project proposals and/or other project-related technical requirements documents for archive and research projects as appropriate with sufficient independence. Produces or coordinates production of derivative files from surrogate archival format files produced, as appropriate. Creates oral and written presentations to various stakeholders and other internal audiences as needed that are clear, tactful and achieve desired results.

Stays abreast of trends in the field of digital archival management and Library of Congress digital asset management standards and systems. In consultation with VHP Collections Head and the Archives Head, develops and oversees AFC/VHP digital content transfer systems in accord with Library-wide practices. Ensures AFC/VHP data and metadata are compatible with Library-wide information systems and maintains consistent communication with relevant Library organizations and divisions to ensure smooth transfer of AFC digital holdings to storage in other locations. 

Works with archives and research staff to use technology to track and manage AFC/VHP collections. Oversees the maintenance of archival databases and other electronic resources used for tracking and indexing collection materials online or through other media Recommends, in consultation with supervisor, innovative, creative, and/or resourceful solutions to complex digital collection management problems. Develops, tests, and improves workflows and/or work plans to achieve digital collections and conversion project goals with input from supervisor. Coordinates with catalogers to develop metadata specifications for internal preservation and inventory systems and for publicly accessible digital initiatives.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of folklife, oral history, and/or related fields and the ability to analyze cultural documentation for reference, acquisitions, digital collection management and special projects.**

Knowledge of digital conversion principles, procedures, and operations.**

Ability to manage digital assets and archival information systems.**

Ability to provide consultation or liaison duties.

Ability to plan and execute work.

Ability to communicate effectively in writing.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
