Summary
You will serve as an Auditor in the Equal Employment Opportunity Commission, Office of the Inspector General (OIG), for the Audit, Evaluation and Investigation Program.
Developing the assigned project objectives, identifying scope and preparing audit programs to assure a comprehensive review of all activities.
Conducting audits and evaluations of the EEOC's programs, operations, and activities in accordance with Government Auditing Standards or the Council of Inspector General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation, working alone or as a team member.
Gathering and performing analysis of significant data, preparing audit documentation, and developing findings. Assuring that the EEOC's policies and procedures are effective.
Conducting audits and evaluations designed to assess the effectiveness, economy, and efficiency; internal controls and compliance of the EEOC's activities and programs.
Conducting interviews and conferences with auditees during the course of the work to discuss audit program objectives, status of work, unresolved issues and to obtain required records, documents, policies, and other materials. Responding to questions and inquiries on audit procedures,or policies relative to the OIG's policies.
Preparing comprehensive draft and final reports that contain timely and actionable recommendations to address issues and problems that are identified during assigned audits or evaluations.
Participating in all aspects of the audit cycle from the development of an annual audit plan through follow-up on recommendations. Assisting in preparation of OIG's semiannual report to Congress, and other reports and special projects as required.
Communicating orally and in writing with OIG management and the auditee. Advising managers in a tactful, but effective manner in resolving problems, reconciling differences and providing feasible, acceptable solutions to conditions disclosed in the audit.

Qualifications
You must demonstrate in your resume and responses to questions, at least one year of specialized experience equivalent to at least the GS-11 in the federal service in a position responsible for planning, conducting, and coordinating performance and financial statement audits, and evaluations of programs, operations, and activities.

Skill to select and apply appropriate principles, theories, techniques and procedures, and gather, assemble, consolidate and analyze facts, draw conclusions and devise solutions to problems.

Skill in being persuasive, tactful, and cooperative, using sound judgment and establishing and maintaining effective relationships with supervisors, employees, auditees and management officials within and outside the agency.

Education
1. Degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

2. Combination of education and experience: at least 4 years of experience in accounting , or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24- semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
