Duties

Help
  • You will serve as a Team Lead, Contract Specialist in the 02 Department at NSWC IHEODTD.
  • You will interpret and apply Federal, Department of Defense (DoD), Department of Navy (DON), and local acquisition regulations, policies, and procedures of the Contracts Department contracting process and local standard operating procedures.
  • You will develop and update policies, instructions, and standard operating procedures for the Contracts Department to assist in ensuring compliance with Federal, DoD, DON, NAVSEA and other regulations.
  • You will provide various data collection support responding with quick turnaround expectations that may be requested at various levels within DoD.
  • You will support the Procurement Surveillance Program (PSP).
  • You will interface with higher levels of leadership for strategy planning, determining the best acquisition approach to implement procedures and determining the depth of analysis or review required under general department and regulatory guidelines

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field C Level III. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10, currently $126,062.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalent) pay band grade level or in the Federal service or equivalent experience in the private or public sector.

Education

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.
