Summary

OIG is responsible for preventing and detecting fraud, waste, abuse, and violations of law, and for promoting economy, efficiency, and effectiveness of USAID programs. OIG provides oversight of the U. S. African Development Foundation (USADF), the Inter-American Foundation (IAF), and Millennium Challenge Corporation (MCC). Finally, the OIG has statutory authorization to conduct reviews, investigations, and inspections for the Overseas Private Investment Corporation (OPIC).

Duties

Help

As a non-supervisory program analyst, primarily involved in conducting performance audits in accordance with Generally Accepted Government Auditing Standards (GAGAS), you will:

  • Analyze and evaluate narrative, financial, and statistical reports and program data using established research methods and techniques, such as questionnaires, interviews, and reviews of computer data to identify significant findings to make recommendations.
  • Use quantitative and qualitative research methods to assess the effectiveness of programs or operations in meeting established goals and measure applying relevant criteria.
  • Prepare and maintain audit working papers including analytical summaries, in accordance with GAGAS;
  • Assist senior staff in a full range of analytical steps, from planning and designing the audit through implementing the audit, to reporting results orally and in writing.
  • Work with team members to establish relevant facts, determine if evidence collected is sufficient and appropriate to support findings, and link those findings to the appropriate solution.
  • Participate in and lead interviews with federal agency officials and program recipients to collect information, conduct inspections, and/or present findings, conclusions, and recommendations.
  • At the full performance level GS-13, you will be expected to lead and assess the work of staff and team projects. This will include evaluating the work of others, providing feedback, making recommendations, and working closely with management to develop process improvements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One (1) year at the GS-11 level is required to meet the TIG requirements for the GS-12 level; one (1) year at the GS-12 level is required to meet the TIG requirements for the GS-13. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

Qualifications

This position requires that you meet the specialized experience requirements below:

GS-12: 

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience must demonstrate skill in researching applicable laws, directives, and other regulatory material to conduct audits in accordance with Generally Accepted Government Auditing Standards (GAGAS), draft audit reports within established guidelines and provide recommendations to correct deficiencies founded within audit reports.

GS-13: 

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience must include knowledge of the theory, practices, methods, and techniques of accounting and auditing; and knowledge of organizational or program practices, policies, and functions. Knowledge is sufficient to independently plan, conduct, and analyze evaluations of agency operational programs, or industrial operations and their related accounting systems. Skill in planning and developing the audit, interpreting findings, and developing or modifying techniques to resolve a broad variety of problems. Knowledge of methods to identify conditions affecting mission capability and to make recommendations to improve efficiency. You must possess one (1) year of accounting/auditing experience equivalent to the GS-12 level applying analytical and evaluative methods that demonstrate an understanding of organizational and/or agency programs, and the methodology required to assess their efficiency, effectiveness, and compliance with Federal guidance, regulations, GAGAS/GAAS, and laws when conducting performance audits for moderate to large organizations.

You must also possess expert experience in documenting findings in work papers, formulating conclusions and preparing segments of written reports; and participating in negotiations with Agency officials on the substance of audit findings and the resolution and adoption of audit recommendations.
