You will serve as a PROGRAM ANALYST in the Inactive Ships Office (SEA 21I) of the Surface Warfare Directorate (SEA 21), Naval Sea Systems Command, Washington Navy Yard, DC, NAVSEA HQ FIELD SUPPORT.
THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.

Duties

Help
  • You will identify and implement specific requirements for environmental program compliance associated with ship disposal, particularly the National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA),
  • You will make managerial and technical decisions required for program execution, administration, and management,
  • You will assess environmental issues associated with ship disposal, developing environmental assessments, and categorical exclusion documentation,
  • You will be the lead for coordination with different offices including the Environmental Protection Agency, Naval History and Heritage Command, State Historic Preservation Officers, state agencies, and historic preservation stakeholders,
  • You will apportion tasks to in-house, field and contractor resources, integrating work in developing program parameters, and developing and implementing plans for full scope of end of ship life cycle requirements,
  • You will assess technical, contractual and schedule risks and benefits of alternative approaches for achieving objectives,
  • You will generate and execute plans to control risks, and develop fall-back plans to ensure reduction of risks,
  • You will assist with the implementation and management of the oversight of ship dismantling activities in the U.S., specifically with regard to contractor compliance with environmental and occupational safety and health laws and regulations,
  • You will assess and guide efforts of supporting activities, including contractors, appraising costs, schedules, and performance,
  • You will coordinate with ship disposal and ship donation project managers to develop plans for NEPA and NHPA compliance in support of ship disposal and ship donation requirements.
  • You will develop plans for the implementation of Program Comment mitigation actions for ships determined to be eligible for listing in the National Register of Historic Places.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field A, Program Management, Level II. Certification is required within 24 months of appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector analyzing or assessing environmental regulatory compliance of U.S. vessels or maritime programs (e.g., National Environmental Policy Act- NEPA, National Historic Preservation Act- NHPA).
