Qualifications

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

Experience resolving problems identified through use, evaluations, installation, testing, and feedback from customers/users; experience analyzing current and projected security requirements; experience performing or monitoring testing of newly installed software

  1. Knowledge of performance monitoring and optimization principles and methods to participate in projects to measure and optimize capabilities and applications
  2. Knowledge of application services architecture to develop, implement, and interpret guidelines used by others involved in application design and development
  3. Skill in providing expert technical advice, guidance and recommendations on critical information technology issues pertaining to agile application software development pertaining to agile application software development
  4. Knowledge of project management principles, methods and practices, including agile and waterfall methodologies, developing plans and schedules, estimating resource requirements, defining milestones and deliverables, leading and managing the executing of complex project plans, monitoring activities, and evaluating and reporting accomplishments
  5. Knowledge of the principles, theoretical concepts, and tools underlying distributed systems architecture to estimate capacity requirements and recommend hardware and software replacements and upgrades

You will be evaluated for this job based on how well you meet the qualifications above.
