Summary

This position is located in the Office to Monitor and Combat Trafficking in Persons (J/TIP), under the Office of Public Engagement and Intergovernmental Affairs, and reports to the Senior Coordinator or Deputy Senior Coordinator for Public Engagement. The incumbent serves as a Senior Public Affairs Specialist responsible for representing the Office as the primary contact for foreign and domestic journalists, media representatives, the Department’s Bureau of Public Affairs, and public affairs officials with federal interagency partners and nongovernmental organizations (NGOs).

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Duties

Help

- Serves as the Office’s primary liaison with all foreign and domestic journalists and media representatives on topics related to human trafficking, some of whom have consistent and long-standing opposing points of view and conflicting interests with those of the United States.

- Arranges press interviews, blogs, and DVCs for the Ambassador, Deputy Directors, and occasionally subject matter experts. He/she provides opportunities for journalists and media representatives to gain meaningful insights into the political, economic, social, and cultural context in which U.S. foreign policy is developed.

- Develops basic media campaign materials on human trafficking for information programs of national and international scope and significance, including through social media.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications.

Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

- Experience reviewing foreign policy literature and surveys related to human trafficking to keep abreast of issues, trends, and developments.

- Experience developing basic media campaign materials on human trafficking for information programs of national and international scope and significance, including through social media.

- Experience drafting, editing, and clearing articles/op-eds, press guidance, social media content, and other outreach material.

There is no substitute of education for specialized experience for the GS-13 position.
