This position is located in the Program Evaluation Division, Office of Evaluation, which assesses HUD's programs and operations in a timely, credible, and constructive manner. Our evaluations result in reports or other written products that HUD can use to improve the efficiency, effectiveness, impact, or sustainability of its operations, programs, and polices. The analyst leads or independently conducts evaluations/inspections (evaluations), or works as part of a team performing complex evaluations of Departmental programs. In addition, the analyst participates in workgroups to improve the organizational operations and achievements of the OIG and may interface and/or participate in workgroups with other Federal, State, and local evaluation/audit organizations to further coordination, customer service, and results.

Help

As a Senior Evaluator, you will:

  • Lead or conduct evaluations or portions of complex evaluations of HUD programs including their management, operations, support systems, contractors, and automated information systems. These evaluations identify areas where changes in Departmental regulations, guidance, policies, procedures, or practices can make significant improvements in economy, efficiency, and effectiveness of programs. Such work includes assignments undertaken to respond to complaints received via the OIG hotline, inquiries from the public, and requests of the Congress or senior OIG management.
  • Develop plans tailored to each specific evaluation in accordance with standards, specifically the Council of the Inspectors General for Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation. Adapt the evaluation plan to fit special circumstances encountered in an assigned evaluation, including changing areas of emphasis and devising new approaches as determined by an analysis of preliminary findings.
  • Review legislation, reports, policies/procedures, previous reviews by other internal or external reviewing organizations, congressional testimony and reports, and other background information; conducts interviews with program personnel to document program requirements and operations; develops required connections to offices, organizations, and program personnel; conducts qualitative and quantitative analysis of data to determine if programs meet required or expected results; and develops findings and makes recommendations to address identified weaknesses or problems. Prepare and review evaluation work papers, interview summaries, briefing materials covering findings, and ensure that the evaluation team tracks and maintains all documents essential to the evaluation.
  • Write evaluation reports or portions of evaluation reports to present results in a convincing, balanced, and organized manner so HUD can take appropriate actions to improve its programs.
  • Meet with top management officials, program personnel, and OIG management to present and explain findings, conclusions, recommendations methodologies, and to answer other questions.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Planning and conducting evaluations or performance audits of Federal government programs; AND
  • Designing the methodology, scope and/or approach of evaluations; AND
  • Applying analytical techniques to answer evaluation objectives; AND
  • Leading meetings with program personnel and managers to present findings, explain the significance of conclusions, justify recommendations and answer questions on the evaluation; AND
  • Writing evaluation reports or portions of evaluation reports

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
