The Program Analyst reports to the Supervisory Program Analyst in Knowledge Management (KM) within the Veterans Crisis Line (VCL). This position is responsible for working with technical Subject Matter Experts (SMEs) in the process of gathering, analyzing, preparing, writing, disseminating, and maintaining information that will assist the VCL by having accurate and appropriate information to improve services to Veterans', their families and representatives, and other stakeholders.
Summary

Receives, writes, and edits knowledge content, including policies, business processes, standard operating procedures (SOP), and job aids for VCL.
The incumbent uses excellent grammatical, composition, writing, editing, and proofreading skills, editing drafts provided by subject matter experts (SMEs) and/or interviewing and observing SMEs to observe and document processes and procedures where none currently exist.
Incumbent develops and composes knowledge content that is accurate, concise, unambiguous, and easy to read and understand.
Gathers, develops, and checks the accuracy of information by research and by interviews with SMEs, program officials, and in some cases policymakers.
Creates policy documents and SOP documents based on interviews with VCL SMEs which display excellent grammar, composition, and proofreading skills.
Serves as the senior VCL content manager and is an independent manager of VCL SharePoint site and any future knowledge base platforms.
Defines internal KM SOPs and establishes KM processes, guidelines, and best practices.
Develops tracking systems and online procedures which streamline and organize VCL's resources regarding, travel, training, clinical operations, and business operations.
Supports and maintains various program SharePoint sites, libraries, discussion boards, internal blogs, data repositories, and other related content while ensuring a user-friendly organization to a diverse group of users.
Prepares content for the appropriate internal and external facing technology interface, such as electronic displays and twitter, snapchat, Facebook, etc., and ensures that these mediums are utilized appropriately.
Work Schedule: Varied work schedule to include evenings, night shifts, and weekends. Tour will be determined after final selection. Tour is subject to change based on program needs. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2018.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes: Interprets and applies style principles to content with varying degrees of complexity and requires a high level of expertise in writing and editing; Develops and implements policy and program guidance; Experience prioritizing tasks to be accomplished when simultaneous demands are made or during peak workload periods; Skilled in on-line knowledge base software (including HTML coding); Supports and maintains various program SharePoint sites, libraries, discussion boards, internal blogs, and data repositories; Experience working collaboratively on multi-functional teams that include members from other departments; and Appling analytical and evaluative techniques to the identification, consideration, and resolution of issues. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed three (3) years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a field related to the work of a Program Analyst. This education must have provided the knowledge, skills, and abilities necessary to do the work of this position. Copies of transcripts are required at the time of application. OR,

You must have an equivalent combination of related graduate level education (beyond the second year) and specialized experience as described above.
