Summary

Help

The Program Director is responsible for overseeing a broad range of professional staff that conduct financial and management audits, program evaluations, and other inspection projects. Identifies appropriate and meaningful audits and evaluations, selects employees, and assigns work as necessary; defines technical work requirements and milestones. Recommends employee promotions and recognition; approves leave; implements performance modifications and takes corrective actions as appropriate.

Responsible for overseeing projects that analyze the effectiveness of agency programs with major national missions or functions; including planning and evaluating work accomplished by subordinates in accordance with the OIG mission to provide effective oversight of Agency activities. Directs the accomplishment of audits and evaluations and ensures results are reported accurately and timely.

Prepares and guides other in preparing written documents, including detailed audit and program evaluation reports, that provide policy analysis, findings, guidance, and recommendations to a wide range of audiences. Presents written and oral communication in a clear, accurate, and professional manner. Audit and program evaluation reports are the primary product for OA and therefore are critical to its success.

Evaluates NASA's scientific, engineering, research and technological activities that affect the overall efficiency and economy of Agency programs and ensures compliance with applicable laws, regulations, and guidelines.

Serves as an expert consultant on challenging problems in specialty areas for programs of national or international scope and impact. Provides instruction to OA staff on the most suitable approach to execute related reviews, program evaluations or audits of NASA programs with national significance and that receive substantial federal funding.

Provides technical guidance to OA personnel on exceptionally complex problems or controversial, novel, or exploratory questions and issues.

Qualifications

In addition to meeting the basic education requirement, to qualify at the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service that has equipped you with the specific knowledge, skills and abilities to successfully perform the duties of the position in the practical application of professional accounting and auditing principles, procedures, and techniques.

Examples of specialized experience include conducting extensive Audit planning, Program evaluations, Financial statement audits, representing the organization in various meeting/settings , leading and managing people to accomplish organizational objectives.

Education

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
