Student trainees prepare information for use by Executive Office of the President (EOP) officials, Congress, and the public, and work closely with others in OMB, EOP, and other Federal agencies, often under short deadlines. Strong organizational skills, oral and written communication skills, interpersonal skills, flexibility, critical thinking skills, analytical ability, and dependability are a must in this fast-paced, influential organization. The ideal candidate would also have a desire to provide analysis of social policy issues-especially those related to education programs, low-income support programs, Social Security, and labor programs-to identify significant factors, trends, budgetary issues and other effects, and recommend solutions. Students studying public policy, public administration, law, economics, social work, humanities, or business administration are particularly encouraged to apply.

The student will be assigned to OMB's EIML Division and will be responsible for a combination of professional, analytical, and administrative work. These responsibilities include but are not limited to:

  • Supporting Division-wide work, including by coordinating assignments on behalf of EIML to ensure their accuracy, coherence, and consistency with Administration policy;
  • Providing analysis of social policy issues, to identify significant factors, trends, budgetary issues and other effects, and recommend solutions;
  • Reviewing and analyzing agency budget submissions, legislation, testimony, policy proposals, regulations, and other documents and products;
  • Assisting in the drafting of policy papers, research syntheses, and background materials;
  • Doing in-depth research on policy-relevant issues of interest to EIML staff;
  • Performing other duties as assigned.

MINIMUM QUALIFICATION REQUIREMENTS:
All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS: Must be a current student in an accredited high school, college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate.

AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:

A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; AND

B. One full year of graduate level education in an accredited or pre-accredited college or university with a minimum 3.0 GPA based on a 4.0 scale. The education must demonstrate the competencies necessary to do the work of the position; OR

C. One year of specialized experience equivalent to the GS-05 grade level in the Federal service or equivalent experience in the private sector performing the following: analyzing social policy issues, identify significant factors, trends, budgetary and other effects, and recommend solutions. OR

D. A combination of education and experience as listed above

SUPERIOR ACADEMIC ACHIEVEMENT: Must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

If selected, you will be required to sign a Pathways Participant Agreement. Interns will work full-time during the summer and may work a flexible part-time work schedule during the school year (based on agency needs) while continuing their education.

You will be in a trial period throughout your entire Pathways Internship appointment. If selected by management, you are required to complete a Declaration for Federal Employment (OF-306) to determine your suitability for federal employment and to authorize a background investigation.

This is an Excepted Service appointment. As a part of the Pathways Internship Program, the appointment may be extended until the selectee's educational program requirements have been completed. You may be converted, without a break in service to a term (time-limited) or permanent appointment upon graduation and completion of program requirements but there is no guarantee.
