Summary

The incumbent serves as an Agricultural Marketing Specialist for the Accreditation and International Activities (AIA) Division, National Organic Program (NOP), Agricultural Marketing Service (AMS). The AIA Division is responsible for the review and accreditation of organic certification agencies in accordance with the Organic Foods Production Act of 1990 (OFPA) and NOP regulations.

Salary Information:  First time hires to the Federal government normally start at the lowest rate of the salary range for the grade selected.

Duties

Help

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

The duties may include, but are not limited to:

  • The incumbent carries out assignments covering a wide variety of day-to-day operations of the AIA Division.  Assists in formulating policy recommendations and presenting them to the Division Director and other management officials.  Maintains current knowledge of organic and conventional agricultural production, handling and marketing practices.
  • The incumbent coordinates audits of NOP accredited certifying agents conducted by auditors from other AMS Programs.  Reviews reports for content and clarity and provides comments as needed.  Prepares documentation for review by the NOP Accreditation Committee and participates in Committee decisions in accordance with NOP procedures as directed by the Division Director.
  • The incumbent participates in complex or controversial investigations of alleged program violations, examines documentation, interviews subjects and witnesses, analyzes the facts, and prepares comprehensive written reports and findings.  Presents findings and recommends appropriate courses of action to the Division Director.
  • The incumbent assists in the development or revision of accreditation procedures for certifying agents and State Organic Programs.  This includes procedures for conducting document reviews and onsite audits of candidates wishing to act as certifying agents and State Organic Programs for the NOP. 
  • The incumbent assists in the preparation of training materials for use by the NOP, accredited certifying agents, and State Organic Programs.  Plans and organizes training events conducted by the Program or in cooperation with industry groups.  Presents training to certifying agents, inspectors, auditors, recognized accrediting bodies and other interested parties.  Records and tracks performance of persons attending training to ensure compliance with applicable regulations or agreements. 
  • Prepares and maintains quality system documentation related to the NOP quality management system.  Conducts and reports the results of internal quality management system audits of NOP Divisions and makes recommendations for improvement.  Conducts follow-up evaluations as directed by the Division Director.

Special Conditions:

  • Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.
  • Successful completion of a 1 year probationary period (if new hire to the Federal service).
  • This position is eligible for telework within the local commuting area of the duty location of the position. Employee participation in telework is at the discretion of the supervisor.
  • Physical Demands
    The incumbent must be able to withstand the rigors of extensive periods of travel.  Occasional extended periods of travel, both domestically and internationally, are necessary to conduct detailed reviews of accredited certifying agents and recognized government accrediting bodies.  Travel destinations may include remote areas where considerable walking may be required in order to review organic production areas.  Physical demands may include light to moderate lifting of presentation equipment and training materials. 
  • Work Environment
    Traveling to certifiers’ offices, farms, handling facilities and other locations to conduct audits, reviews and training events is required approximately 30 percent of the time. The remaining work is conducted in an office setting.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Auditing, assessing and evaluating agricultural programs or organizations for compliance with regulations and policies.
  • Reviewing reports and quality management system documentation to determine compliance and corrective action reports to determine the adequacy or proposed actions.
  • Experience using the National Organic Program regulations in Title 7 of the Code of Federal Regulations, Part 205.
  • Experience with USDA certified organic crop production, wild crop harvesting, livestock production, or food processing; or experience participating in the certification of such operations.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience applying the National Organic Program regulations in Title 7 of the Code of Federal Regulations, Part 205 by: (a) Independently inspecting organic crop, wild crop, livestock, and/or food processing operations; or
    (b) Overseeing a USDA accredited certifier’s quality system in a management position to develop policies and procedures to support the implementation or improvement of the quality system.
  • Writing a variety of briefing papers, policy statements, correspondences, and issue summaries that communicate technical content to diverse audiences.
  • Representing the organization to internal partners, external industry contacts, and the general public in order to explain, justify, and negotiate the organization’s policies and decisions.
