As a Community Outreach Specialist GS 0301 11/12/13, your typical work assignments may include:
Developing and documenting outreach and engagement strategies and plans at the headquarters levels, including participating in workgroups, task forces, and advisory committees and subcommittees, as well as with other Federal agencies.
Communicating with the Office of Public Affairs, USCIS, Office of Public Engagement, and other components and groups.
Working with department level offices to receive and distribute messages from the Office of Public Affairs.
Promoting dialogue about CIS Ombudsman and USCIS policies and programs by supporting the coordination forums, community meetings, and other special events at the national level.

Qualifications
Specialized Experience: GS-11: To qualify at the GS-11 level (starting salary $68,036), you must possess:
A. At least one year of specialized experience equivalent to the GS-09 level in the Federal Service or equivalent in the private sector, which has given you the knowledge, skills, and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as: communicating information relating to major issues, program goals and objectives, performing administrative operations in support of community outreach and performing skills in developing written and oral communications for briefings with community members, stakeholders, and senior management.
OR
B. A Ph.D. or equivalent doctoral degree; three full years of progressively higher level graduate education leading to such a degree; (or an LL.M., if related. Admin and Mgmt positions only); OR
C. A combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
GS-12: To qualify at the GS-12 level (starting salary $81,548), you must possess at least one year of specialized experience equivalent to the GS-11 level in the Federal Service or equivalent in the private sector, which has given you the knowledge, skills, and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as: assesses program effectiveness and oversees the communicating of information relating to major issues, program goals and objectives, performing administrative operations in support of community outreach, and developing written and oral communications for briefings with community members, stakeholders, and senior management.
Substitution of education in lieu of specialized experience may not be used for the GS-13 grade level.
GS-13: To qualify at the GS-13 level (starting salary $96,970), you must possess at least one year of specialized experience equivalent to the GS-12 level in the Federal Service or equivalent in the private sector, which has given you the knowledge, skills, and abilities to successfully perform the duties of this position. For this position, specialized experience is defined as: advising leadership and stakeholders on policies relating to community engagement programs, managing strategic engagement programs and events with community leaders, government officials, and other designated parties on matters relating to immigration efforts, and developing written and oral communications for briefings with community members, stakeholders, and senior management.
Substitution of education in lieu of specialized experience may not be used for this grade level.
