Summary

The Office of Energy Statistics conducts a wide range of survey, statistical methods, and integration activities related to: energy consumption and efficiency; electricity; nuclear and renewable energy; oil, gas and coal supply; and petroleum and biofuels. This Office also manages the EIA data collection program and the quality control for weekly, monthly, quarterly, annual and quadrennial statistical reports.

Summary: A successful candidate in this position will…

  • Direct a program segment that performs highly technical work with survey statistics.
  • Develop, adapt and refine complex energy information survey instruments/systems, provide recommendations on modernization, efficiency and validity of survey instruments and techniques, and promote the use of effective survey systems including survey methodology.
  • Provide complex technical analysis directly affecting EIA and DOE's mission objectives.
  • Facilitate DOE's key statistical objectives and advance the agency's role in leading the federal government to form sound statistical, survey collection, and data analysis of energy policy and environmental statistical phenomena.

Help

As a Supervisory Survey Statistician, you will:

  • Serve as supervisor of professional employees, performing a full range of supervisory and related management functions.
  • Operate EIA surveys using standardized business processes.
  • Oversee customer care for survey operations including the resolution of customer survey support inquiries, delivering on-going respondent training on the use of EIA data collection tools, and the completion of individual surveys.
  • Develop and implement standard business processes using updated information technology systems used in the collection, processing, analysis, and dissemination of survey data.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized Experience is defined as managing a data collection program and the quality control for statistical reports; managing the addition and removal of respondents from survey cycles; defining and collecting response metrics and data quality analysis; and serving as a touchpoint with respondents to resolve complex data issues. You must demonstrate experience managing the actions and technical work of others.

  1. Knowledge of theories, practices, and techniques of survey statistics and data quality assurance to develop, adapt and refine complex energy information survey instruments/systems.
  2. Ability to direct a program with significant resources and exercise responsibilities in dealing with officials of other organizations and advising management officials.
  3. Skill in establishing goals, objectives, and priorities along with developing plans and programs to accomplish the office's and the program's mission.
  4. Ability to represent the organization at meetings with government officials, Congressional staff, and senior representatives of private industry, as well as with interagency working groups, task forces, bilateral or multilateral exchanges, government­sponsored workshops, etc.
  5. Ability to recommend and document business process solutions applicable to data collection problems.

Education

For the GS-1530, Statistics Series, you must possess the following Basic Requirements:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

You will be evaluated for this job based on how well you meet the qualifications above.
