    Summary

    The position is located in the Office of Intelligence and Counterintelligence (IN), Counterintelligence Directorate (CID), within the Department of Energy, (DOE). The incumbent provides program management over a team of Counterintelligence, (CI) specialists engaged in the ongoing conceptualization and development of CI threat awareness material and professional development for CI personnel. In addition, the incumbent develops, reviews and revises plans related to strategic and tactical strategies developed to meet CID's overall goals and objectives.

    Responsibilities

    As a Supervisory Intelligence Research Specialist, you will:

    Represents the CI Training and Awareness Program in meetings with the Deputy Director/Director, CID for obtaining resources or securing decisions on major programs not resolvable at the Program Director level; reports on program and individual accomplishments, problems, progress, and training needs; serves as the first line of resolution for personnel and programmatic issues and problems; manages day-to-day program operations to include organizing and supervising work assignments; ensures the CI strategic plan, mission and vision are communicated to CID personnel; advises and fully informs the Director, CID on the effectiveness of plans and programs.

    Plans, organizes, and communicates work assignments to a team of professional staff and directs accomplishment of tasks; indentifies, distributes and balances workload of each team member; make adjustments to ensure timely accomplishment of tasks; trains employees, or arranges for employee training, regarding methods and techniques of program building and working to accomplish program and individual tasks; sets employee performance standards and evaluate program members against those standards; keeps employees informed of benefits and work related activities; resolves informal grievances; participates in program budget execution and day-to-day activities.

    Serves as the CI Training and Awareness Advisor managing concepts, development and implementation of DOE orders, policies and procedures with regard to CI operations and activities; leads the development of performance measures to access the effectiveness of CI.

    Manages the DOE Counterintelligence Training Awareness program; oversees the preparation of written reports and verbal awareness briefings as well as collection, analysis, research, coordination, evaluation, validation, and dissemination of CI information; ensures awareness program respond to the extremely diverse needs of the DOE and DOE contractor overseas travelers as well as and employees at DOE facilities and laboratories.

    Serves as senior liaison with intelligence and law enforcement agencies on matters of interest and/or responsibility to perceived hostile intelligence threats, general hostile intelligence trends and patterns, and the development of DOE CI training as well as develop liaison with DOE program managers and Directors on a continuing and on-going basis to establish, promote and maintain a quality CI training awareness program.
