Duties

Help

The incumbent functions as a member of the State Leadership Team in evaluating, advising and planning for implementation of policies and decisions on management of the public lands and their resources as well controversies and public interest associated with land management decisions. Responsible for informing the public of relevant BLM policies and practices, enhancing the BLM's image, and monitoring public attitudes towards the BLM within a states jurisdictional boundary. Prepares and supervises the preparation of press and informational releases for distribution to news media and to the public.

This position falls under the group coverage qualification standards for Administrative and Management positions there is no Individual Occupation Requirement for this position.

Qualifications

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

GS-14: One (1) year of specialized experience equivalent to at least the next lower grade lever (GS-13) in the federal service. Examples of qualifying experience are those that demonstrate a mastery of communication principles, methods, practices, and techniques; analytical methods; and interpersonal relations practices. High level of experience working with public involvement and public relations techniques for managing government programs related to natural resources management.

There is no substitution of education for specialized experience requirements for the GS-12 and above grade levels.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.64. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

The Bureau of Land Management has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Occasional travel may be required.

You will be evaluated for this job based on how well you meet the qualifications above.

KSA 1: Extensive knowledge and understanding of public involvement and public relations requirements for operating and managing government programs effectively, and for anticipating and integrating changing national policy and public need factors into positive, proactive programs for cooperative relations and conflict resolution.

KSA 2: Extensive knowledge of and high degree of skill in a broad spectrum of news and feature writing, editing and graphic techniques, audiences and publications, requirements to produce a variety of material which is acceptable for national communications media, and to forecast and manage such efforts for maximizing public reactions.

KSA 3: General knowledge of the laws, policies, and regulations governing the management of public lands and of accompanying public affairs and information program requirements, along with a broad understanding of resource management concepts and practices.
