Summary

This Public Affairs Specialist position is a part of the Corporate Communication Office (AD-7.5) at the Naval Air Warfare Center Aircraft Division (NAWCAD), and is located at the Naval Air Station in Patuxent River, Maryland. The selectee will serve as a Public Affairs Officer (PAO), who will provide mass communications support to one or more accounts within NAWCAD or NAWCAD-serviced organizations. Travel around the base and to other sites will be required to fulfill the duties of this position.

Duties

Help
  • You will provide dedicated mass communications support to one or more accounts, which may include various Program Executive Officer's (PEO) staffs and/or NAWCAD organizations.
  • You will as a liaison with the Visual Information department (VI) for multimedia support.
  • You will plan, execute, and communications plans with national, international, political and budgetary impacts.
  • You will prepare speeches and presentations for senior leadership and advise on delivery.
  • You will respond and coordinate trade shows, media requests for information, interviews and site visits.
  • You will create and edit news releases, fact sheets, talking points and other material for command or program accomplishments, and to enhance the understanding of the program, its workforce and contribution to national defense.

In order to qualify for this Multi-Graded Public Affairs Specialist GS-1035-12/13 position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. *GS-13 Position: Your resume must demonstrate at least one year of specialized Public Affairs Specialist experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience for this position includes most of the following: (1) Applying in-depth job-related knowledge, skills, and abilities to create and edit news releases, fact sheets, talking points and other material; (2) Preparing written materials for proactive release for external and internal use; (3) Ensuring timely, accurate, and credible responses to media and public inquiries for information and interviews; (4) Identifying ways to improve original mass communications content and distribution methods, particularly when adapting to emerging media trends and (5) Providing public affairs advice and counsel to senior leadership.

*GS-12 Position: Your resume must demonstrate at least one year of specialized Public Affairs Specialist experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of specialized experience for this position includes most of the following: (1) Applying job-related knowledge, skills, and abilities to create and edit news releases, fact sheets, talking points and other material; (2) Preparing written materials for proactive release for external or internal use; (3) Ensuring timely, accurate, and credible responses to media and public inquiries for information and interviews; (4) Assist in identifying ways to improve original mass communications content and distribution methods, particularly when adapting to emerging media trends; and (5) Providing public affairs advice to senior leadership.

This position also has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: (1) Developing and executing communication plans and related products concerning a wide range of highly technical subject matter for internal and external audiences; and (2) Demonstrated experience working in a public affairs or mass communication discipline requiring sensitivity to security issues.
