Duties

Help
  • Establish and integrate projects into the architectural planning process to include scope and criteria, schedules and milestones, budgets, dependencies, and responsibilities of the participating parties, assumptions and risks, and contingencies.
  • Coordinates the planning, design, cost, etc., for projects of substantial scope and complexity as, measured by diversity, geographical area, management demands, technical intricacies, and public issues.
  • Participates in budget programming decisions which impact long and short-range courses of action for assigned projects.
  • Maintains project status and provides facility architectural data to ensure leadership is aware of project status.
  • Negotiates and integrates all Division's functions (i.e., Architectural planning, Architectural design, cost engineering, construction, real estate, contracting, etc.), customer needs and other agencies' commitments in support of assigned project.

  • Must be able to lift items that weigh up to 50 pounds.

  • Employee may be required to participate in training exercises as assigned.
  • Incumbent must be able to obtain and maintain Project Management Professional (PMP) certification witin 12 months of appointment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes overseeing the full scope of construction projects to include developing project plans, developing draft and final sketches utilizing architectural principles, and managing project milestones and budgets from planning through completion. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

This position is a Term position and can be extended up to a maximum of six years. Extensions may be made for term appointments in increments of up to one year, not to exceed 6 years.

A. Position may be filled by temporary promotion or temporary reassignment NTE 1 Year, if a current permanent Army employee. Temporary promotion/reassignment may be extended up to a maximum of 5 years, and may be made permanent without further competition.

B. Position may be filled by term appointment NTE 4 years, if not a current permanent Army employee. Term appointment may be extended up to a maximum of six years.

  • This position is designated as emergency-essential (EE). During a crisis situation, the incumbent, or designated alternate, may be required to deploy or to perform temporary duty assignments overseas in support of a military operations. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the EE duties until relieved by proper authority. The incumbent, or the designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively, therefore, the position is designated "emergency-essential", which requires the incumbent, or designated alternate, to be screened from military recall status and required to sign DD Form 2365, DOD Civilian Employee Overseas Emergency-Essential Position Agreement. Incumbent is subject to pre-deployment out-processing, and performing duties in CONUS and OCONUS locations away from home station.
  • This position is a TERM position. It is a time limited position and may be extended up to a maximum of six years. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
