Summary

This position located in the Office of Resource and Technology Management’s (ORTM) Office of Acquisition Management (OAM) in Washington D.C. ORTM directs a variety of centralized and cross-cutting corporate business activities including EIA's independent information technology infrastructure and data center operation, budget and financial management, procurement oversight and processing, human capital management, and logistical support. This Office also provides expert advice to the Administrator on strategic planning and program evaluation, agency business and technology policy, physical and technology security, and financial analysis and evaluation in support of EIA strategic goals and objectives.

A successful candidate in this position will...

  • Serve as the Contracting Officer's Representative within the Office of Acquisition Management under the Assistant Administrator for Resource and Technology Management, EIA.
  • Analyze and evaluate and/or advise management on the effectiveness of complex and over-arching EIA financial-related programs and/or the efficiency of the management of operating programs/functions and activities.
  • Solicit, provide and analyze feedback from customer organizations.
  • Initiate/coordinate staff support to the Director, Office of Acquisition Management, for presentations/projects and associated actions.

Help

As a Program Analyst, you will:

  • Serve as the Contracting Officer Representative (COR) responsible for procurement planning, contract negotiation, contract administration, and related activities.
  • Manage the performance of newly assigned and awarded contracts, and follows protocol for recommending the termination of contracts.
  • Serve as the subject matter expert executing the rules and regulations of the Federal Acquisition Regulations (FAR) to the fullest extent of the law.
  • Perform and coordinate technical evaluations of applications submitted under the COR process and general ORTM programs to determine the eligibility, merits, and viability of complex, largescale projects.
  • Analyze and evaluate, on a quantitative/qualitative basis, the effectiveness of ORTM service delivery in meeting established goals and objectives.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: assisting in the development of procedures and systems for assessing effectiveness of administrative/management processes; recommending improvements and corrective actions when issues are identified; performing quality assurance analysis of programs; and coordinating contributions for the strategic plan and ensuring program issues are fully represented.

  1. Knowledge and skill in applying the Federal Acquisition Regulations (FAR) to a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement management processes and systems.
  2. Knowledge of advanced concepts, principles, and practices of program analysis of contracts.
  3. Ability to analyze legislative and guidance to determine the impact on the organization's program requirements, and applying that analysis to develop required policies, procedures, and guidance.
  4. Knowledge of the principles and methodologies of project management and skill in the application of these management tools for programmatic evaluation.
  5. Presents findings and recommendations, negotiates and defends proposals encompassing services provided and responds to public inquires.
