What General Information Do I Need To Know About This Position?

The Pacific Island Ecosystems Research Center (PIERC) office has been located in the Hawaii National Park, HI until recent volcanic activity caused its closing. Currently the staff of the PIERC is working out of temporary office space located in Hilo, HI. It is possible that the duty station will permanently change but it is expected to remain within 30 miles of Hawaii National Park, HI.

This is a term appointment for which all qualified applicants with or without Federal status may apply and be considered. Appointment to this position, however, will not convey permanent status in the Federal service and will be for a period not to exceed 13 months with possible extensions up to a total of 4 years without further competition.

Salary: $62,841 (Step 01) to $81,697 (Step 10); NOTE: First time hires to the Federal Government are typically hired at the Step 01.

The incumbent of this position is entitled to a cost of living allowance (COLA) of 5.08% in addition to the salary. COLA may be subject to change at any time.

Duties

Help

As a Wildlife Biologist within the Pacific Island Ecosystems Research Center, some of your specific duties will include:

- Plans and conducts studies on Hawaiian bats in the Vespertilionid Family.

- Analyzes data and coordinates studies on bat populations, makes recommendations to improve their habitat, reports on their status as suitable candidates for listing as endangered or threatened species, and develops recovery plans.

- Develops plans for wildlife projects including estimates of personnel, equipment, materials, and schedules required to carry our plans.

- Observes and records bat behavior with video and acoustic equipment at roosting trees and foraging areas.

- Measures and classifies vegetation and habitat parameters in areas of high bat usage.

- Collects and classifies bat echolocation calls with full-spectrum and zero-crossings bat detection devices, uses companion programming for data analysis and review (specifically Anabat and Analook, SM2Bat and Songscope).

Are There Any Special Requirements For This Position?

  • Taking and passing a pre-employment medical examination at Federal expense is required due to the physical demands of this job.
  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.
  • You will be required to operate a government-owned or -leased vehicle in the performance of your official duties. Applicants for this position must meet the following requirements: (1) possess a valid State license, and (2) possess a safe driving record. If selected, you may be required to provide proof of a valid State license and a copy of your driving record.

Qualifications

BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Wildlife Biologist, all grade levels.

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological science that included:


  • at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research course in the field of wildlife biology; and
  • at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and
  • at least 9 semester hours in botany or the related plant sciences. ** OR
B. Combination of education and experience-equivalent to a major in biological science (i.e., at least 30 semester hours or the equivalent), with at least 9 semester hours or the equivalent in wildlife subjects, 12 semester hours or the equivalent in zoology, and 9 semester hours or the equivalent in botany or related plant science, as shown in "A" above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. In addition to the basic education requirement as stated above, applicants must meet one of the following to qualify for the GS-11 level:

**Ph.D. or equivalent doctoral degree in wildlife biology or other directly related field of study or 3 years of progressively higher level graduate education (54 semester hours, 81 quarter hours or the equivalent) leading to a Ph.D. degree in wildlife biology or other directly related field of study if it provided the knowledge, skill and abilities necessary to do the work of the position to be filled.

**OR one year of appropriate professional experience in wildlife biology that is equivalent to at least the GS-09 level in the Federal service.

Examples of GS-9 level work may include: 1) participating in the planning and execution of wildlife biological studies with limited number of variables pertaining to endangered bats in the Vespertilionid family; 2) performing established, standardized tests and analyses on a broad range of biological samples from bats; 3) conducting wildlife biological studies on bats using established fact finding procedures. For examples 1-3, assignments were made with the objectives, priorities, and deadlines defined. The work was planned and carried out independently in accordance with proven techniques, methods, and practices. Controversial use of approaches or modifications of standard procedures were typically discussed with a designated person before being carried out.
