Summary

The incumbent serves as an Ethics Desk Officer for Service Regions and programs providing authoritative Bureau-wide ethics advice, opinions, training and policy guidance for all levels of employees throughout the Fish and Wildlife Service (FWS) including senior managers, scientists and other employees. The incumbent ensures that the ethics advice provided meets all statutory and regulatory requirements of the Office of Government Ethics (OGE), DOI, and the unique needs of FWS employees.

Duties

Help
  • Serves as a Bureau-wide subject-matter expert on a wide range of complex, often unprecedented, and highly sensitive ethics issues and problems that significantly influence FWS operations.
  • Reviews outside work requests, requests for travel payments from non-Federal sources, financial disclosure reports and a variety of other ethics forms/documents.
  • Reviews and recommends approval or disapproval of complex or senior-level employee requests to: engage in outside activities, attend widely attended gatherings, accept gifts, and accept payments from non-Federal sources.
  • Ensures that ethics requirements are considered in the development of Bureau-wide policies such as: work with foundations and other FWS partnerships; procedures and guidance for the acceptance of contributions under the FWS gift authority.
  • Reviews and approves (as required) confidential financial disclosure reports.
  • Ensures that ethics program files, correspondence, advisory opinions, memoranda of understanding (MOUs) and waivers, new employee certifications, and training records are adequate to meet or exceed OGE program review (audit) requirements.
  • Develops and works in collaboration with the Ethics Policy Branch and other to develop and present training to include satellite broadcasts, online training, and instructor-led training.

Qualifications

The Desk Officer positions duty station will be determined after selection. The Desk Officer will support the following regional locations:

  • Headquarters (Washington, D.C. Metropolitan Area)/Region 5 (Northeast) (Two vacancies)
  • Region 1 (Pacific)/Region 7 (Alaska)
  • Region 2 (Southwestern)/Region 8 (Pacific Southwest)
  • Region 3 (Midwest)/Region 6 (Mountain Prairie)
  • Region 4 (Southeast)
Total salary will be based upon duty station and locality pay once selected.

Only experience and education obtained by will be considered.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (comparable to GS-12) in the Federal service. Examples of this experience include the following: interpreting ethics; advising federal employees on ethics statutes and policies in order to avoid improper activities; reviewing ethics policies, procedures, and guidance materials; reviewing outside work requests, financial disclosure reports and a variety of other ethics forms/documents; and contributed to and presented in-person ethics training.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (comparable to GS-13) in the Federal service. Examples of this experience include the following: interpreting ethics statues and regulations in order to create new guidelines for an organization; advising and counseling senior level federal employees on ethics statutes and policies in order to avoid improper activities; developed ethics policies, procedures, and guidance materials; reviewed outside work requests, requests for travel payments from non-Federal sources, financial disclosure reports and a variety of other ethics forms/documents; reviewed and approved public and confidential financial disclosure reports; and created and delivered training sessions either in person, via teleconference, or through internet broadcasts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  • Expert knowledge of Federal and agency standards of conduct; ethics-related statutes, executive orders and regulations; Office of Government Ethics (OGE) opinions; Comptroller General decisions; and Office of Special Counsel regulations and guidelines used to interpret and apply to specific Bureau issues as well as incorporate in guidelines.
  • Ability to establish and maintain relationships with top Bureau management and high-level personnel (e.g., from Solicitor's Office, Inspector General's Office, and Ethics Program; Office of Special Counsel; and Office of Government Ethics) in order to determine workable and consistent solutions to complex problems and issues.
  • Expert ability to communicate orally, express ideas concisely and convincingly, and to back-up sensitive and controversial recommendations with supporting guidance and rationale.
  • Expert ability to communicate in writing to prepare policy, guidance, reports, and recommendations and supporting documentation.
